- THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. This is will be a paperless acquisition. Paper copies of the solicitation will not be issued. The Request for Proposal (RFP) will be available on the Federal Governments Electronic Posting System (www.fedbizopps.gov) on or about 25 February 2015. No response to this notice is necessary and no source list will be maintained. The North American Industry Classification System (NAICS) for this acquisition is 334290. The size standard is 750 employees. This requirement is being set-aside 100% for Small Business. This acquisition will be solicited in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial items. The Government will award a contract resulting from the solicitation to the acceptable, responsible offeror whose proposal, conforming to this solicitation, offers the Best Value to the Government. The Government intends to award this requirement without discussions. The AFTC/PZIOA, Eglin AFB intends to solicit and award a Firm-Fixed Price contract for a new Mass Notification System for Eglin Main base, also known as the Giant Voice. The requirement will include the removal of the existing 19 GIANT VOICE, outdoor mass notification system, and speaker positions installed and the engineering, design and installation of a new outdoor mass notification system for Eglin Air Force Base. Additional requirement for two Bid Options: Bid Option (1) Include in the proposal as a separate bid option, the cost to replace the existing MNS at Camp Rudder, Ranger Camp. This requirement consists of removal of one MNS speaker position and one CCS, and installation of one new MNS speaker position and one CCS. This system will be an independent system and will not tie back to the CCS at the Eglin Command Post. Bid option (1) will be evaluated and may be awarded dependent on availability of funding. Bid Option (2) Include in the proposal as a separate bid option, the cost to replace the existing MNS at Site C-6, 20th Space Control Squadron. This requirement consists of removal of one MNS speaker position and one CCS, and installation of two new MNS speaker positions and one CCS. This system will be an independent system and will not tie back to the CCS at the Eglin Command Post. Bid option (2) will be evaluated and may be awarded dependent on availability of funding. The contractor shall execute established procedures outlined in the Unified Facilities Criteria (UFC) 4-021-01, dated 9 April 2008, with change 1 dated January 2010, National Electrical Code, all local building codes, Occupational Safety and Health Administration (OSHA) requirements and Industry Standards, AFI 23-101 Air Force Material Management, AFMAN 23-122 Material Management Procedures, AFH 23-123 Material Management Handbook, (AFMCI) 23-201 Logistics Material Control Activity (LMCA) Operation Instruction, in a manner that ensures best use of resources in support of assigned missions. Additional documentation shall be issued with the solicitation. Any qualified and interested companies must be able to support all areas. NO partial support responses from industry will be accepted. The Government is seeking only, qualified, experienced sources interested in executing the contract and will provide AFTC/PZIOA with efficient and effective performance-based contracting with highly-qualified, fully trained, professional, and dedicated workforce. A pre-proposal site visit will be scheduled approximately two weeks after issuance of the solicitation/request for proposal. Prospective contractors must be registered in the DoD System for Award Management (SAM) database (www.sam.gov/portal/public/SAM/) prior to the time established for receipt of offers as specified in the solicitation. Potential offerors are further advised that failure to register in SAM will render your firm ineligible for award. Registration requires applicants to have a DUNS Number.
