- THIS NOTICE CONSTITUTES AMENDMENT NO. 4 TO THE COMBINED SYNOPSIS/RFQ FOR UNINTERRUPTED POWER SUPPLY (UPS) SYSTEMS. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to post additional Questions and Answers and update an answer to Question No. 5. The due date for receipt of offers has been extended to February 9, 2015. Question No. 5: Can we offer a comparable brand battery versus the Enersys brand currently installed? Answer to Question No. 5: As stated in Solicitation No. NNJ15524734R, This notice is being issued as a Request for Quotations (RFQ) for the following items or their equivalent. Question No. 22. Please explain why an OEM Emerson Liebert approved battery can't be quoted? Answer to Question No. 22: As stated in Solicitation No. NNJ15524734R, This notice is being issued as a Request for Quotations (RFQ) for the following items or their equivalent. Question No 23. Please explain how quoting a battery other than the HX505 would void a warranty? Answer to Question No. 23: As stated in Solicitation No. NNJ15524734R, This notice is being issued as a Request for Quotations (RFQ) for the following items or their equivalent. Question No 24. Please explain what kind of warranty is in place? (note: the standard UPS warranty is 1 year, UPS batteries need to be replaced every 3-5 years) Answer to Question No. 24: Theres no warranty currently in-place, however there is a maintenance contract supporting system failures and warranty replacement of components. Question No 25. What kind of warranty could possibly extend past the life of any VRLA UPS battery? Answer to Question No. 25: None that we are aware of. Question No 26. Please explain why an "or equal" battery will not be accepted? Answer to Question No. 26: As stated in Solicitation No. NNJ15524734R, This notice is being issued as a Request for Quotations (RFQ) for the following items or their equivalent. Question No 27. Why would a battery that is the same physical dimension, same amp hours, and the same warranty not be considered? Answer to Question No. 27: As stated in Solicitation No. NNJ15524734R, This notice is being issued as a Request for Quotations (RFQ) for the following items or their equivalent. Question No 28. What is the exact verbiage from Emerson Liebert that states a warranty will be voided if something other than a HX505 battery is used? Answer to Question No. 28: The Government has not been made aware of such information. Question No 29. Does each Battery cabinet have its own or multiple breaker(s) which will allow for that cabinet to be taken off-line. Answer to Question No. 29: Yes, each string can be taken offline. Question No 30. Since there is a concern of loss of power, it is recommended to fully charge new batteries prior to putting a load on them, which would occur possibly the day after installation in case of a power failure. Is the agency willing to accept that risk? Answer to Question No. 30: Historically, the supplier has provided installation plans or a Statement of Work, which allowed for continuous UPS protection, mitigating risks. Question No. 31. Does the offeror need to complete the Standard Form 1449s or is it acceptable to acknowledge receipt of the original SOW and subsequent amendments in our proposal? Answer to Question No. 31: Although an SF-1449 is not required for an offeror to submit a proposal, it is highly encouraged. Question No. 32. Does the offeror need to complete the Reps & Certs or can we acknowledge that our Reps & Certs are current in SAM? Answer to Question No. 32: In an effort not to delay contract award, it is highly recommended to have Reps & Certs completed and current in SAM. The due date for receipt of offers has been extended to February 9, 2015. Offers for the items described in the combined synopsis solicitation number NNJ15524734R has been extended and are now due via email by 4:00 p.m. Central Standard Time (CST), on February 9, 2015, to Mario A. Tijerina II at mario.a.tijerina@nasa.gov. Further questions are not allowed. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on December 18, 2014.
