Beaumont Layberth Mooring Analysis LMSRs 09 February 2015 THIS IS THE MILITARY SEALIFT COMMAND (MSC), STRATEGIC SEALIFT PROGRAM MANAGEMENT SUPPORT OFFICE, N1033 MARKET SURVEY NO. N62387-MS-PM3-15-022 SUBJECT: DYNAMIC MOORING ANALYSIS FOR T-AKR 295 CLASS VESSELS 1. THIS IS A MARKET SURVEY CONDUCTED BY THE STRATEGIC SEALIFT PROGRAM OFFICE OF MSC. IT IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE WILL NOT BE CONSIDERED AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN THE PREPARATION OR SUBMISSION TO THIS MARKET SURVEY OR TO CONTRACT FOR SERVICES. 2. MSC REQUESTS INFORMATION ABOUT THE PRICE AND TIME REQUIRED TO PERFORM A HEAVY WEATHER DYNAMIC MOORING ANALYSIS FOR THE T-AKR 295 CLASS OF VESSELS (USNS SHUGHART AND USNS YANO) FOR BOTH SINGLE AND NESTED BERTHING CONDITIONS AT THE BEAUMONT LAYBERTH FACILITY. 3. VESSEL PARTICULARS AND DRAFT/ LOADING CONDITION WILL BE MADE AVAILABLE UPON REQUEST. DRAWINGS OF THE LAYBERTH FACILITY, ANCHOR MOORINGS, AND VESSEL WILL BE PROVIDED. 4. ENVIRONMENTAL CONDITIONS FOR THE MODEL WILL NEED TO BE CALCULATED IN ACCORDANCE WITH UFC 4-159-03 "MOORINGS" AND TECHNICAL REPORT SSR-NAVFAC ESC-CIOFP-1225. BOTH DOCUMENTS ARE AVAILABLE UPON REQUEST. 5. INTERESTED PARTIES ARE REQUESTED TO PROVIDE THE FOLLOWING INFORMATION: a. ESTIMATED COST TO PERFORM THE ANALYSIS b. ESTIMATED TIME TO PERFORM THE ANALYSIS c. PROPOSED SOFTWARE FOR THE ANALYSIS d. ANY OTHER PERTINENT QUESTIONS OR COMMENTS e. BUSINESS SIZE 6.
