Description
General The VA Medical Center, Canandaigua, New York is engaging in a short-list selection as defined in FAR 36.602-5(a) of an AE (SDVOSB) for the design of a project for Surveillance Camera System. SDVOSB Vendors with an SF-330 on file within the past twelve months are being considered. If you believe you have an SF 330 on file and would like to be considered for this procurement please send an e-mail to Mark.Simonson@va.gov expressing your interest in being considered. Other SDVOSB firms having a working office within a 300 mile radius from 400 Fort Hill Avenue, Canandaigua, NY may submit SF 330's for consideration, to the Contracting Officer at Mark.Simonson@va.gov by 4:30 PM EST, Monday, March 9, 2015. This is 100% Set-Aside for Serviced Disabled Veteran Owned Small Businesses. The general scope of this project is to Investigate, design and provide complete construction package plans and specifications for a Security Camera Recording and Audit (Surveillance) System at the VA Medical Center at 400 Fort Hill Avenue, Canandaigua NY 14424. Generally the scope of AE work is to provide engineering and design for execution package documents to: -Integrate the pre purchased material and equipment into a new and independent Surveillance system. -Provide design locations, physical connectivity routing and mounting detail for 45 cameras. -Program software for motion sensing activated recording of events for 30 day periods. -Provide an Independent Qualified Systems Integrator to assure function and quality assurance requirements. -Demonstrate the AE design and installation of a minimum of 3 surveillance systems with like components and features. -Assembly of the VA and engineering IPT (Integrated Project Team). Establish roles and responsibilities. A.Investigation, Analysis and Conceptualization: 1.The VA has pre purchase equipment for use on this project.The AE will audit and inspect the equipment and material for use in the overall surveillance system execution package design and installation. Out of date or vendor unsupported components shall be identified and specified to be replaced with specific items within the scope of the execution contract. -The execution contractor shall audit, inspect and test all repurchased equipment and material within 2-Weeks of NTP. Non-Operational equipment or material shall be returned to the VA for replacements under warrantee while other work progresses. Included shall be the following: ? Provide transmittal record of material receipt. ?Provide record of equipment and material operation function testing using manufactures O&M manual for pass - fail documentation. Deficient equipment or material shall have specific warrantee function items identified in sufficient detail for repair or replacement by the vendor. 2.Identify gaps and additional equipment and material required for total surveillance system installation and operation. Include all additional components to be provided in the execution package. 3.Survey and analyze all VA and Code requirements for operation in a Medical Facility including but not limited to: -All documents as listed per Department of Veteran Affairs Office of Construction and Facilities Management. -U.S. department of Veteran Affairs VHA Center for Engineering and Occupational safety and Health (Reference CEOSH). -The Joint Commission Accreditation Standards. 4.Survey VA IS/IT and Security Personnel for inclusions and protocol to be contained in the Work, and performed by the Execution Contractor. Document survey interview content. 5.Camera Locations - Provide all mounting, support, connectivity and cable routing details for interior and exterior cameras. Show schedule for IP addresses and schematic diagrams. Cameras to be mounted per manufacturers specifications. -Exterior Camera - There are approximately 17 exterior camera locations as shown on pdf diagram (Exterior Camera Layout Jan 12 2015). Cameras are both building and pole mounted as suits the locations shown. Provide for operating power at all locations. -Interior Cameras - The balance of camera location are to be determined within all floors of Buildings 6, 7, 8, 36 and 37 at lobbies, stairwell openings, waiting rooms and elevator entries. The following evaluation criteria will be used when reviewing submitted SF 330 data and will comprise the basis of information to be used by VAMC Bath for A/E evaluation and selection. Firms submitting SF 330 data for consideration must address each of the following criteria in the SF 330: Discussions will be held with the top ranking firms. These discussions will at a minimum include a verification of accuracy of the information within the SF 330 and a chance to provide any updated information. Responses to discussion items will be evaluated using the same factors outlined above. This procurement is set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). The estimated construction cost for this project is between $25,000 and $100,000. The NAICS code for this procurement is 541330.
