This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to obtain subject matter feedback for project planning purposes. Your responses to this RFI will assist the Government in determining whether the work should be contracted out and, if so, the appropriate procurement method. The U.S. Nuclear Regulatory Commission (NRC) in Rockville, Maryland is conducting a Market Survey to determine the capability and expertise of businesses to provide capturing, encoding, indexing, storing and distributing both static and live streaming media for internal and external (public) use. The NAICS Code is 334220 with a Size Standard of 1,000 Employees. Introduction: NRC seeks to modernize and streamline the methodology used to encode, store, index, distribute and monitor static and live streaming video to offices located in six geographically dispersed locations. The purpose of this RFI is to gauge the capabilities of the vendor community to provide equipment, system design, and related services to the NRC. Specific information as to the functionality sought is listed below. Background: The NRC currently uses a mix of legacy servers for storage, distribution and archive of media as well as contract services for facilitating live Webstreams of public meetings, and hosting archived videos for on-demand access for internal and external (public) audiences. Headquarters (HQ): 11601 Landsdown Street, Rockville, MD 20852 -Three co-located buildings - One, Two and Three White Flint Region 1: 2100 Renaissance Blvd., Suite 100, King of Prussia, PA 19406-2713 Region 2: Marquis One Tower, 245 Peachtree Center Avenue N.E., Suite 800, Atlanta, GA 30303 Region 3: 2443 Warrenville Road, Suite 210, Lisle, Illinois 60532 Region 4: 1600 East Lamar Boulevard, Arlington, Texas 76011 Technical Training Center (TTC): Osborne Office Center, 5746 Marlin Road, Suite 200, Chattanooga, TN 37411-5677 ________________________________________ Product and/or Service Information: 1) Given the NRC's current inventory and environment, what products would you provide and/or services would you perform to consolidate and modernize the current catalog of services and technology? 2) Please propose an approach to standardize all NRC legacy materials i.e. DVD, iSM, WMV, MOV, WMA, MP3, ETC. inclusive of closed captioning? This design should be approached from an enterprise level. 3) Please provide a proposed infrastructure design to address static and Webstreaming media service requirements across the enterprise. This design should be approached from an enterprise level. 4) Do you currently provide or support any products, solutions, or implementations at the NRC today? If so, please describe. Costs and Fees: 5) Please provide a copy of your pricing list for the equipment, software and services that you would like to propose; if it is available via the Federal Supply Schedules, please include a copy of your GSA Schedule pricing in your response to this RFI. 6) Please differentiate between one-time expenses for hardware, software and services and recurring or ongoing expenses. 7) Please provide an estimated annual cost of service. Please differentiate between costs for installation and ongoing (recurring) costs of maintaining the system. Implementation: 8) Please provide a sample implementation plan, including the average time it would take to deploy your solution at NRC and have a functioning capability in place. 9) Please provide references for implementations of this nature that you have supported for other government and non-government agencies and organizations. Security and Security Management: 10) Please describe the security management features available with your product and/or services. Note, all products and services, premise or cloud based, must adhere to applicable DISA Security Technical Information Guides (STIGs), Federal Information Security Management Act of 2002 (FISMA) standards and any other federal law, regulation or guidance as applicable to the products or services being proposed. Any cloud based solution would require the implementation of controls contained within the FedRAMP Cloud Computing Security Requirements Baseline and FedRAMP Continuous Monitoring Requirements for low and moderate impact system (as defined in FIPS 199). Services/Support: 11) Please provide an overview of your professional services/consulting services supporting the implementation of your products. a. What type of consulting services do you offer? b. What types of training do you provide for your products and/or services? c. What types of support are available for your product? Standards Compliance: 12) Does your product support Federal government usability and accessibility requirements as described in Section 508 of the Rehabilitation Act? Technical: 13) What technology or mix of technologies and services would you propose to provide for the following: • Centralized video repository and portal with ability to search for specific content by keywords • Encoding or transcoding of videos for subsequent hosting on either physical, virtual or Cloud-based servers • Facilitating live Webstreams of public meetings and recording of same • User access to all videos. Ability to access any video from HQ, Regional Offices, and the TTC • Ability to interface with Learning Management System (LMS) and Learning Content Management System (LCMS) -Provides capture accessibility and completion data compatible with SCORM based learning events -Ability to transfer information to LMS based on SCORM based packaging -Ability to record and index the video for content searching to a particular location within the video • Integrate search for video and audio files within existing IT infrastructure -Ability to index and create metadata of video content, including categorization of video types, and to create video screengrabs & synopsis for sharing information quickly • Integrate with Agency infrastructure and software (e.g., Lync, ADAMS, Active Directory, etc.) NOTE: The Agencywide Documents Access and Management System (ADAMS) is the official recordkeeping system through which the U.S. Nuclear Regulatory Commission (NRC) provides access to vast "libraries" or collections of documents related to the agency's regulatory activities, and is the foundation for realizing the promise of Enterprise Content Management (ECM), as described in NUREG-1954 • Integration with ADAMS and IER for official record keeping requirements: The Agency uses IBM FileNet P8 as the foundation of ADAMS - the Agency's official agency record keeping system. The Agency also uses IBM Enterprise Records (IER) software to manage record retention and disposition as mandated by the Agency and NARA. In order to perform record management functions, certain information must be made available to ADAMS relative to the use of a video as official content by the NRC. The following are minimum requirements: 1) ADAMS must be able to reference, or otherwise have access to information about a video residing on streaming servers (Federation) 2) ADAMS compliance-based and other required metadata must be made available to ADAMS for each video. This metadata will be used by the Records Management team and IER to manage access, retention and disposition of video files 3) IER must be able to impose locks on videos under retention control 4) Must support the ability to publish and retract (un-publish) official Agency videos marked as "Publically Available" to and from the NRC's public network (Standard Operation Procedure). • File formats meet NARA standards (no proprietary formats) -Video file formats allowed in ADAMS include: MPEG, WMV, MXF, MOV and AVI. -Audio file formats allowed in ADAMS include: AIFF, MP3, Wave, BWF and FLAC. Note: These media file types are acceptable as internally generated/adds to ADAMS only. At this time, we are not accepting these file types from external sources. • Americans with Disabilities Act compliance (ex. captioning) • Long-term video archive capability • Flexibility for user access to create video content • On demand captioning and transcription capability • In-house production and live video capture on demand for use in NRC training courses 14) Please describe the different roles of who can administer and make changes to the governing solution being proposed, including listing specific roles and their functional management capabilities; i.e., end-user, services administrator, network engineer, etc. 15) How is redundancy and fault tolerance engineered into your recommendation to prevent single points of failure and outages? Purchasing Options: 16) Do you offer any provisions for leasing or other alternatives to purchasing equipment and software as a capitol expense? If so, please provide examples of your alternatives.
