- Draft System Requirements The US Department of State, Regional Procurement Support Office in Fort Lauderdale, is issuing this Request for Information (RFI) as a means of conducting market research to identify parties having an interest in and capability to provide, deploy, and support Interactive Firearms Training Simulators in support of the Bureau of International Narcotics and Law Enforcement Affairs (INL) in Mexico and other countries. Supporting services will likely include delivery, installation, training, and maintenance / warranty. All information contained in this RFI is preliminary and is subject to change. The interactive firearms training simulators will be utilized in support of INL programs in country. Specifically, the simulators will be used to enhance training of host-country law enforcement personnel in the appropriate use of force. Draft system requirements are attached. The US Department of State is interested in receiving information for mobile and fixed systems and available options and services. This RFI notice is issued solely for information and planning purposes and does not constitute a Request for Proposals (RFP), Request for Quotations (RFQ), Invitation for Bids (IFB) or a commitment on the part of the government to conduct a solicitation in the future. All information provided is strictly voluntary and no reimbursement will be made for any costs associated with providing a response to this RFI. Further, the US Department of State offers no assurance that any solicitation will result from this RFI. Failure to respond to this RFI does not preclude participation in any future solicitation, should one be issued. Any information submitted will become the property of the Government and will not be returned. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. Feedback or evaluations will not be provided to companies regarding their submissions. Vendors interested in responding to this RFI should submit all information electronically to FernandezJM@state.gov no later than 9:00 am ET on February 23, 2015. Responses are requested to address the following items: 1.Company Information: Name, Address, DUNS number, and POC information. 2.Company Socio-Economic Status: Small, HUBZone, 8(a), etc. 3. Products / Services: a.Which products / services does your company offer that meet INL requirements? Please provide technical specifications if these are available. b.Are the simulator systems offered by your company fixed or mobile? c.Are all software / user interfaces available in Spanish? What other languages are available? d.What power supply options are available? e.Does all equipment need to be utilized in a climate-controlled environment? f.Does your company offer spare part kits for the simulators? Do the simulators have any consumable components? g.Is there a limit on the number of simultaneous users that may use the simulators? h.Which weapons (including drop-in kits) do the simulator systems support? i.What expansion capabilities (additional users, field of vision, scenarios, etc.) do the simulators have? j.Are use-of-force scenarios available in Spanish? k.Does the system allow users to record and upload customized scenarios? 4. Pricing Information: a.Provide pricing information for simulators and options if readily available. b.Does your company provide for discounted prices based on quantity or volume of purchase? If so, what are the usual discounts offered? 5. Support Services: a.Does your company offer OCONUS technical support in Spanish? b.What is the length of the standard warranty offered for OCONUS locations? Does it cover parts, labor, and delivery charges? c.Are there any maintenance / repair requirements for simulators that must be performed at the manufacturer's plant? d.What training (user, instructor, maintenance) classes does your company offer OCONUS? Are classes offered in Spanish? Is there a training catalog available? Is training usually priced per class or per student? 6. Draft System Requirements: Did your company identify any areas in the draft specifications that presented excessive cost, schedule, or performance risks? If so, please provide detailed information and suggested mitigation. 7.For this effort would your company need to subcontract any part of the work? Please explain. 8.List any existing contract vehicles through which the US Department of State can access your company's products and services (i.e. GSA FSS, IDIQs, etc.).
