N00164-13-G-WS55-0020 - MODIFY TWO AN/ALQ 28 (V) 2 TEST PROGRAM SETS TO ADD DIAGNOSTIC CAPABILTY - FSC 5865 - NAICS 334220 Issue Date 09 FEB 2105 - Closing Date 09 MAR 2015 - Time 4:00 PM Eastern THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER N00164-13-G-WS55. The Government has a requirement for the modification of two EA-18G AN/ALQ 218(V)-2 Test Program Sets (TPSs). This requirement will add diagnostics capability for subsequent use in I-level maintenance for GFE DMU/DMC TPSs at the Naval Surface Warfare Center (NSWC) Crane Division. This requirement will require each TPS to provide Ready-for-Issue test capability. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304c)(1) as implemented by FAR 6302.1 with Northrop Grumman Corporation-Electronic Systems (NGSC-ES), 7323 Aviation Boulevard, Linthicum, Maryland 21090 - the design and manufacturing source for the EA 18G AN/ALQ 218 system. The Government does not possess data rights necessary for the manufacture of the desired items. The basis for restricting competition is the cost that would be duplicated to design, manufacture, perform first article testing, acquire flight certification, generate Acceptance Test Procedures, and perform electrical load and stress analysis in laboratory, ground and flight testing. The solicitation will be made available to interested parties upon request to the Point of Contact (POC) at NSWC Crane. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
