Description
This RFI/Sources Sought notice is for planning purposes only and is issued in accordance with FAR Provision 52.215-3 provided at: http://www.acquisition.gov/far/current/html/52_215. html#wp1144503. The Government does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Your response to this RFI/Sources Sought Notice will be treated as information only. It shall not be used as a proposal. This request is issued for the purpose of exchanging information to improve the understanding of industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhance the Government's ability to obtain products/services, at reasonable cost and price, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. This RFI/Sources Sought will be used solely for market research and does not constitute a solicitation. The EAD of the NOAA in Norfolk, VA, on behalf of the NOAA's National Data Buoy Center (NDBC), is conducting market research in an effort to identify all potential industry sources with the capabilities to provide acoustic releases and deck sets and the capability to repair/upgrade these same items as described herein. The NAICs code for this acquisition is 334519 - Other Measuring and Controlling Device Manufacturing and the size standard is 500 employees. Background Information: The requirement is to provide new acoustic releases, new release deck sets with transducers, repair and upgrades to the releases and deck sets. These sensors allow the Tropical Atmosphere Ocean Array (TAO) Local Warnings and Forecast and Tsunami Warning Network of the NDBC, National Weather Service (NWS) to accomplish its mission to protect life and property by providing essential environmental observations used by the NWS warning systems, environmental models, short term forecasts, climate record, and feed several NWS products. In addition, NDBC systems are intrinsic to the NWS' Weather-Ready Nation initiative by providing public and private sector users with real time observations needed to make fast and smart decisions needed to save lives and enhance commerce. Additional background information can be found on our website at: http://www.ndbc.noaa.gov/ The acoustic release must meet or exceed the NDBC requirements for deep water deployments (6,000 meters) and the required release load of 5,000kg while still providing 2-years of deployment life with an alkaline battery pack. Minimum Requirements of the Acoustic Releases/Deck Sets: NDBC - MINIMUM REQUIREMENT Depth Rating--------------6,000 m Release Load---------------5,000 kg Release Mechanism-------Mechanical Weight in air-------------- <40 kg Length--------------------- <107 cm Housing Materials--------- Non-Corrosive Alkaline Battery Life-------2 year minimum Transmit Source Level---->180 db Command Codes/ Interrogate Frequency/ Reply Frequency : Must be able to use current inventory of 8011M deck sets for communication/control protocols and commends Operating Temperature--- -10 to +40 C NOAA-NDBC is seeking the following information: The interested contractor response should include the following in their response: 1. Potential respondents shall provide written capability statements that describe how they would successfully provide acoustic releases/deck sets and repair/upgrade of same items that meet the above stated requirements, considering applicable U.S. laws, regulations, policies and procedures; 2. Name of Company, Address and DUNS Number; CAGE Code; Point of Contact and phone number; 3. A statement regarding current size of the company under the North American Classification System Code (NAICS), code, 334519, Other Measuring and Controlling Device Manufacturing (size standard is 500 employees). Small Business concern per 13 CFR, educational institution, federal, local or state entity, commercial entity, nonprofit organization, etc; The applicable NAICS code of 334519 must be included in the vendor's NAICS listing within the System for Award Management (SAM) for NOAA to verify your size status; 4. Potential respondents shall provide documentation as whether the respondent can be represented as a Socio-economic status (8(a), HUB Zone, small disadvantaged business, service-disabled/veteran owned, women owned, etc.); All responses and response contents to this RFI/Sources Sought notice will be considered information only and will not be binding on the parties. Contractors responding to this request will not be obligated to provide the products/services described herein. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States government. Responses to this RFI/Sources Sought are due no later than February 23, 2015 at 4:00 PM (Central Time). Responses shall be sent via e-mail to Kurt.Weilbaecher@noaa.gov.
