Description
The Environmental Protection Agency (EPA), Research Triangle Park, NC has a requirement for Analytical Laboratory Support for the Chemical Speciation of Particulate Matter (PM) 2.5 filter samples using multiple filter media and standardized instrumental methods. Specifically, contracting support is required to assist State and Local Agencies in the operation of PM 2.5 Chemical Speciation Monitoring Networks by providing filter media, MgO denuders for sampling, and analytical support. The filters shall be analyzed for gravimetric mass, elements, organic and elemental carbon, and anions and cations. The Contractor(s) shall also be prepared to analyze sample filters for light absorption through the use of a transmissometer. The Statement of Work (SOW) is separated into two distinct sections: Part 1- Gravimetric Analysis and Sample Handling and Part 2 ? Laboratory Analysis. Under the requirements of the SOW, the Contractor(s) shall be responsible for the preparation and refurbishment of MgO denuders, filter pretreatment, and the shipment and receipt of filters and denuders to and from the field. The Contractor(s) is responsible for providing the associated QA, QC, Level 0 and 1 data validation, computation, and reporting of results into the Air Quality System. The Contractor shall also store filters and extract solutions that contain filters from the Chemical Speciation Network (CSN). The contractor shall maintain the technical capability to perform the required analytical services issued through delivery orders and maintain an acceptable level of personnel, equipment, and related systems. EPA contemplates award of a Requirements Contract(s) with Fixed-Price Delivery Orders resulting from this Solicitation. In addition to the listed evaluation factors listed in the Technical Evaluation Criteria, proposals will be evaluated on the basis of advantages and disadvantages to the Government, which could result in making more than one award (Split Award). Contract award(s) will be for a period of five (5) years (no option periods) with pricing schedules for each of the five years. The anticipated start date is January 26, 2015. The contract(s) will be awarded based on full and open competition. The associated NAICS code is 541380 with a size standard of $15 million in average annual receipts. This procurement is a follow-on to contract EP-D-09-010 with Research Triangle Institute. SOL-NC-13-00020 will be available for downloading at FedConnect. EPA will utilize Fedconnect to issue amendments to the solicitation (e.g., to answer technical questions which may affect proposal submittal). Offerors must submit all technical questions concerning this solicitation electronically through FedConnect NLT 15 calendar days after the issuance date of this solicitation.
