Description
Lodging and Transportation Services Requirement - Statement of Work MARKET RESEARCH/SPECIAL NOTICE. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) intends to issue a contract to acquire lodging and transportation services for students attending training classes at the National Weather Service Training Center (NWSTC), located at 7220 NW 101st Terrace, Kansas City, MO 64153. The period of performance of the contract will be for five years, from September 30, 2015 through September 29, 2020. Specifications of the lodging facility shall include, but are not limited to: (a) Having a location that is approximately 5 road miles (one way) from the NWSTC; (b) a public restaurant available on the premises or within 0.1 miles of the hotel, which is open through the day, seven days per week, Sunday through Saturday, including Holidays. The restaurant shall serve breakfast by 6:00 a.m. every weekday morning, and serve lunch and dinner each day. (c) Special menus or dietary food shall be available to students who have special needs; (d) Free parking adjacent to the lodging facility shall be available for students; (e) In-house capability to accommodate an estimated number of 85 students at on time. All students shall be lodged at one site. The Contractor shall not subcontract facilities at other locations; (f) A commons room with a minimum of 200 square feet shall be available exclusively for the use of students for study and social activities; (g) Laundry facilities shall be available to the students on the premises in a well-lit, secure area at a reasonable price; (h) A sanitary and mechanically maintained swimming pool shall be available, and a recreational facility that offers things like a game room and exercise facility shall be on-site or in close proximity to the hotel; (i) A minimum of two handicap accessible rooms available; (j) Free wireless (Wi-Fi) internet access; (k) A business center with no less than one computer and one printer for guest use; The room specifications include but are not limited to: (a) Suites or comparable type rooms that have a minimum of 180 square feet, excluding the bathroom, and shall include, at a minimum, one double bed; (b) Have a private bath; (c) shall be uniform in appearance and size; (d) shall be single occupancy; (e) Shall consist of 1 bedroom, a sitting area and kitchen. The kitchen must include at a minimum, a microwave, refrigerator, sink and stovetop. (f) Shall have smoke and heat detectors and a sprinkler system in each room, and all applicable operating permits and licenses; Transportation Specifications include but are not limited to: (a) Students shall be provided one round trip per day from the contractor's facility to the NWSTC, except Saturday, Sunday, and federal holidays; (b) Students must arrive at the NWSTC at least 15 minutes before classes begin and depart no later than 15 minutes after classes end. Normally, classes begin at 8:00 a.m. and end at 4:00 p.m. (c) Transportation vehicles must be able to provide a seat for each student; be adequate in size to accommodate a large adult, and be handicapped accessible. (d) Must furnish shuttle service to and from the Kansas City International Airport for arrivals and departures of students, and shall furnish, at a minimum, scheduled shuttle services to/from a nearby mall or other large shopping and restaurant area that provide food/retail/entertainment services, etc. This is not a solicitation and no solicitation is available at this time. Contractors that are interested in this requirement must respond to this notice with brief supporting documentation to demonstrate that they are capable of performing the following aspects of the attached Statement of Work: 1. Proof that the lodging facility is no more than five road miles (one way) from the NWSTC; 2. Documentation to show that the contractor has in-house capability to accommodate an estimated number of 85 students in single-occupancy rooms at one time. All students must be lodged at one site; 3. Documentation to show that rooms are suites or comparable type rooms consisting of a minimum of one bedroom, sitting area and kitchen with a table and chair; have a minimum of 180 square feet excluding the bathroom, and that there are enough suites in the facility to provide all students with equal accommodations; and 4. Documentation to show that the contractor can meet the transportation requirements specified herein and in the attached Statement of Work. All vendors are invited to submit a capability statement outlining qualifications and experience. Responses should demonstrate the vendor's capability to provide the above requirements. Responses shall contain company name, address, point of contact, telephone number, email address, and business size for the NAICS code specified herein. In addition, NOAA is seeking qualified small business vendors, including small businesses in all of the different socioeconomic categories (HUBZone, 8(a), SDVOSB, WOSB). One aspect of this announcement is to assist NOAA in making a set aside determination for this requirement and the responses to this announcement will assist in that determination. All interested parties must submit their company information to the attention of Jackie Shewmaker at Jackie.a.shewmaker@noaa.gov. Responses are due no later than Tuesday, February 24, 2015. The DOC, NOAA, Eastern Acquisition Division-Kansas City Office requires that all contractors doing business with this office be registered with System for Award Management (SAM).
