Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Population Dynamics Branch within the Division of Extramural Research (DER) of the Eunice Kennedy Shriver National Institutes of Child Health and Human Development (NICHD), intends to negotiate a contract entitled "Data Archive on Pregnancy and Pregnancy Prevention" on a sole source basis to Sociometrics, Corp, 201 Main Street, Suite 100, Los Altos, CA 94022 under the authority of 41 U.S.C. 253(c)(1), FAR 6.302-1 (a)(2). The Population Dynamics Branch (PDB) (formerly the Demographic and Behavioral Sciences Branch) supports research and research training in demography, reproductive health, and population health. In demography, the Branch supports research on the scientific study of human populations, including fertility, mortality and morbidity, migration, population distribution, nuptiality, family demography, population growth and decline, and the causes and consequences of demographic change. In reproductive health, the Branch supports behavioral and social science research on sexually transmitted diseases, HIV/AIDS, family planning, and infertility. In population health, the Branch supports data collection and research on human health, productivity, behavior, and development at the population level, using such methods as inferential statistics, natural experiments, policy experiments, statistical modeling, and gene/environment interaction studies. The purpose of this contract is to enable the continuous updating of an archive of web and CD accessible data files on pregnancy and pregnancy prevention research. This initiative was begun by the DHHS Office of Population Affairs [OPA] in 1984, when they established a public-use archive of computerized data on adolescent pregnancy and pregnancy prevention data, including data files, with all identifiers removed. The Data Archive on Adolescent Pregnancy and Pregnancy Prevention (DAAPPP) was established by the US Office of Population Affairs (OPA) in 1982 as the repository for the best social science data on the incidence, prevalence, antecedents and consequences of teenage pregnancy and family planning. In 1994, the scope of DAAPPP was expanded to include studies that focus more broadly on adolescent sexual health issues, thereby including studies examining behavioral factors related to sexually transmitted diseases (STDs) in addition to pregnancy. The resource is currently funded by the National Institute of Child Health and Human Development (NICHD) under contract number N01-HD-4-3387. DAAPPP currently holds data from over 150 premiere studies (many of them longitudinal) on sexuality, health, and adolescence. Data sets were selected as being among the best in the field by a national panel of experts in adolescent fertility and sexual behavior. This new contract requires that the contractor expand the search, using the same evaluation criteria, to research data sets addressing pregnancy prevention and pregnancy prevention in all US populations. Sociometrics, Corp. has several unique qualifications. Sociometrics has almost 20 years of experience in collecting, evaluating, archiving and disseminating the research data and programs funded through the NICHD and through other federal sources and making these services available to intervention organizations and researchers who do not have the capacity to archive and maintain a large data sets. It relieves researchers of the need to continuously maintain and service and service data sets for completed projects while providing other researchers access to the data. The contractor has been involved in the development of the database and software since the project inception in 1984. The TPPD (Teen Age Pregnancy Prevention Data Base) has served as a vital resource to researchers and program staff at the NICHD and other federal agencies (CDC, OPA, etc.) for data on sexual behavior in teenagers. The data collected is unique in that it is a collection accumulated through various grants funded by NIH and other organizations (both private and government funded) which has been selected for inclusion through a careful vetting process. Sociometrics is uniquely qualified by virtue of the development of the database and the software that serves as a conduit for researchers to access research data utilizing user-friendly tools that allow researchers and program staff to run target queries. The contractor has established successful relationships with researchers and program staff, across the country and has made modifications and enhancements to the software in order to address user needs as they have evolved over the life of the database. In addition, the contractor has developed marketing strategies and networks in order to publicize the availability of the data to researchers and government agencies to maximize this valuable resource. This is not a request for proposals. However, if any responsible source believes it can perform this requirement, they must submit an electronic capability statement by 3:00 p.m. Eastern Standard Time, on or before March 12, 2015 for consideration by the NICHD to Sugheil Cabrera Sugheil.cabrera@nih.gov All responses must contain material in sufficient detail to allow the NICHD to determine if the party can perform this requirement. The capability statement will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government.
