Set Aside: Total Small Business This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24 (Published June 18, 2004). The applicable NAICS code is 561720 with a size standard of $18Million. Period of Performance: Base Year and one (1) 12 month Option Year: 1 March 2015 - 29 February 2016 1 March 2016 - 28 February 2017 Description Contractor shall provide all management, personnel, materials, equipment, and transportation necessary to intermittently clean barracks and ancillary buildings located on the Fort Riley Army installation as defined in this Performance Work Statement (PWS) except for those items specified as Government furnished property and services, Fort Riley, Kansas. These services will be requested quote mark as needed quote mark and are not regularly scheduled services. Your price shall be FOB destination. Inspection and acceptance shall be at destination. Dust Furnishings and Structural Elements: The Contractor shall clean all furnishings and structural elements to include, but not limited to the following: remove all dust, lint, litter, from the horizontal and vertical surfaces of tables, chairs, student desks, file cabinets, bookcases, dayroom furniture, door frames, window sills, window blinds, balustrades, handrails, radiators, picture rails, fire extinguishers. Remove all dust, lint, cobwebs, oily film, from the horizontal and vertical surfaces of lights fixtures, grills, pipes, fittings, sprinkler system components, cables, ledges, walls, vents, hallway baseboards. Remove all dust, lint, cobwebs, from walls, ceilings and ceiling tile and grid. Vacuum Carpets: Vacuum all carpeted floor areas. Movable fixtures, furniture, and equipment shall be moved, the area vacuumed, and moved items replaced in their original locations. Steam Clean Carpets: Carpets shall be cleaned by the hot water extraction method. Movable fixtures, furniture, and equipment shall be moved, the area spot cleaned, vacuumed, cleaned by water extraction equipment, and re-vacuumed, and moved items replaced in their original locations. Carpet shall be sufficiently dry prior to replacing any movable items in their original location. All stained areas shall be treated with spot cleaning solution, following the directions of the manufacturer of the solution. Spot cleaning shall continue until as much of the stain as possible has been removed and without deterioration of the carpet. The water extraction equipment shall be operated over the entire carpeted area. After operating the water extraction equipment and allowing sufficient drying time, the carpet shall be re-vacuumed. Corners, stairs and areas under fixed equipment shall be cleaned by hand using a brush. Sweep, Mop and Clean Floors and Stairways: Sweep, mop and disinfect all non-carpeted and painted concrete floor surfaces to include, vinyl composition, and rubber tile and stair treads. Sweep all non-carpeted tiled and painted concrete floor surfaces, including areas under furniture and equipment. The entire area to be swept shall be thoroughly cleaned to remove dust, dry soil, and other litter. Carpet type entrance mats shall be vacuumed to remove soil and grit and to restore the resiliency of the carpet pile. Rubber or polyester entrance mats shall be swept, vacuumed or hosed down to remove soil and grit. Entrance mats shall be lifted to remove soil and moisture underneath and then returned to their original locations. Prior to being mopped, floor areas shall be swept. A wet mop, mop bucket and wringer, and neutral detergent solution shall be used to remove all soil and removable stains from the entire area. Floors shall not be flooded. Water shall not be left on floors long enough to cause damage to floor coverings and underlayment. Contractor shall not allow water to seep under baseboards. Chairs, trash receptacles, entrance mats, etc. shall be moved as necessary to mop underneath. Strip and Re-wax Resilient Floor Surfaces: Strip, re-wax, and polish resilient floor surfaces (vinyl composition and rubber tile and stair treads). Movable fixtures, furniture, and equipment shall be moved, the area stripped, re-waxed, and buffed, and moved items replaced in their original locations. Buffing: Floor surfaces shall be free of dust and dirt before buffing operations. Buffing shall bring the surface to a uniform luster with a uniform appearance over the entire area. Clean Door and Window Glass and Mirrors: Clean all interior and exterior door and interior window glass on both sides, which includes partitions between offices and hallways, and interior doors. Clean the interior surface of all exterior windows including black glass panels. Clean all mirrors. Glass-cleaner splash and drip marks shall be removed from all adjacent surfaces. Clean Drinking Fountains: Remove any litter from fountain basins such as chewing gum, bits of paper, etc. Clean and disinfect drinking fountains. Remove soil, streaks, smudges, scale, etc. from the drinking fountain and cabinet, then disinfect all porcelain and polished metal surfaces including the orifices and drain. Water shall not be splashed on wall or on floor around fountain. No abrasive cleaners shall be used on chromium-plated fixtures. Clean Walls, Wall Base and Trim: Clean walls including associated woodwork, wall base and trim. Walls, wall base and trim shall be cleaned to remove all of the following, but not limited to, soil, streaks, scuff marks, stickers, and tape. No cleaner shall be used that degrades the finish of any wall, woodwork and trim or deteriorates the covering or underlayment of wall base. Clean Doors, Both Sides: Clean both sides of doors. Doors shall be cleaned to remove all of the following, but not limited to soil, streaks, scuff marks, stickers, and tape. No cleaner shall be used that degrades the finish of any door surface. Clean Kitchen: Clean and disinfect all surfaces of kitchen, kitchenette sinks, and counter tops. Clean and disinfect inside and outside of all cabinets and drawers. All stains shall be removed. No cleaner containing acids or strong alkalis shall be used. Chromium plated faucets, fittings, and hardware shall be polished. Do not apply abrasive cleaners to chromium-plated fixtures. Clean Range and Range Hoods: Clean cooking ranges and range hoods. Grease, carbonized particles, and food particles on the inside and outside of the range and range hoods shall be removed. Clean all surfaces of range, range hoods and assorted elements including oven racks, burners, burner rings, drip pans, fan filters, broiler pan, storage drawer(s), and control knobs. Avoid drip damage to the floor. Disconnecting or removing range from gas lines by contractor is prohibited. No oven cleaner or abrasive type material will be used to clean self/continuous cleaning ovens. Do not use oven cleaner on any aluminum part of the range or range hood. Unplug the range prior to cleaning. Clean Microwave Ovens: Clean microwave ovens inside and outside. No abrasive cleaners shall be used. Clean Refrigerators: Clean refrigerators inside and outside. Clean the interior to include walls, shelves, racks, freezer compartment, crisper (if applicable), and tray. Clean the exterior and doors to include all sides of the doors and in-between the rubber seal on/around the doors. Clean refrigeration coil and motor compartment. Do not use sharp instruments to remove ice or frost from freezer compartment. The Contractor at no cost to the Government shall repair damage to refrigerators due to improper cleaning. No abrasive cleaners shall be used. Clean Laundry Rooms to Include Washers/Dryers and Mop Sinks: Move washers and dryers to the extent possible, they will remain connected. Clean the exterior and sweep/mop/wax beneath the appliances. Clean and disinfect all surfaces of laundry and mop sinks. Chromium plated faucets, fittings, and hardware shall be polished. Dust all light fixtures and vents. No abrasive cleaners shall be used on chromium-plated fixtures. Clean Lavatories or Vanities, Dispensers and Shelves: Clean and disinfect wall hung lavatories or vanities and adjacent wall surfaces. No cleaner containing acids or strong alkalis shall be used. Avoid getting water between wall and fixtures. Clean cabinets if applicable, dispensers, and shelves adjacent to lavatories. Chromium plated faucets, pipes, fittings, and hardware shall be polished with a dry cloth after being cleaned. No abrasive cleaners shall be used on chromium-plated fixtures. Clean Toilets and Toilet Seats: Clean and disinfect toilet bowls, inside and outside; toilet seats, both top and bottom; and adjacent toilet partitions and wall. Remove any dirt, writing, lipstick, splash marks, and any other marks from toilet partitions and wall surfaces. Polish chromium plated flush valves, pipes, fittings, and hardware with a dry cloth after being cleaned. No abrasive cleaners shall be used on chromium-plated fixtures. No cleaner containing acids or strong alkalis shall be used. Clean Urinals: Clean and disinfect urinals and adjacent toilet partitions and wall surfaces in same manner as toilets. Where screens over urinal traps are removable they shall be removed and cleaned. Remove all encrustations. Chromium-plated flush valves, pipes, fittings, and hardware shall be polished with a dry cloth after being cleaned. No abrasive cleaners shall be used on chromium-plated fixtures. Clean Shower Stalls and/or Bathtubs: Clean and disinfect all surfaces of showers, bathtubs, and shower stall and bathtub doors. The Contractor shall remove any dirt, writing, lipstick, splash marks, and any other marks from shower stall and bathtub walls. Chromium plated shower and diverter valves, pipes, fittings, and hardware shall be polished with a dry cloth after being cleaned. No abrasive cleaners shall be used on chromium-plated fixtures. Submittals Formats: All submittals shall be MS Office, PDF, or JPG compatible. Submittals built using newer versions of MS Office shall be saved as Office 2007 versions prior to delivery. Site Visit: No Site visit will be conducted. Responsive: Award shall be made to the best value; technical, past performance and price offer. In order to be considered responsive, the prospective Contractor: a.Shall be currently registered in System for Award Management (SAM). b.Prospective Contractor's interested in submitting a quote on this solicitation must have a Data Universal Numbering System (DUNS) number and Commercial and Government Entity (CAGE) Code in SAM in accordance with Federal Acquisition Regulation Clause 252.204-7004, Alternate A, System for Award Management (May 2013) and the registration must be active.
