Description
Please use the SF-18 to submit your quotes Please review the attached document This item is pursuant to the award of a one time assisted aquisition to procure a 3D Terrain Model in support of the US Marine Corps. in 29 palms California. Item Description: 3D Terrain Model for use in the Combined Arms Command and Control Trainer. The requested terrain model must be equal to the Solid Terrain Modeling, Inc.name brand model that was recommended by the National Geospatial Intelligence Agency (NGA). NGA developed the previous terrain model currently in use by the customer. The 3 dimensional terrain model shall be constructed at a scale of 1: 12,000 and consistent of 12 equal rectangles measuring 96 x 48 inches, in such that the 12 panels shall lie horizontally that seamlessly join together with the elevations matching along the seams creating one large 3D topographic terrain model suitable for marking with dry erase markers or positioning pieces that represent military units on a 384 sq/ ft table measuring 384 x 144 inches. The terrain model shall be a geospatially accurate model, using current digital dataset provided by the customer such that the 3 dimensional surface elevations, and the placement of each pixel on the surface accurately represent the digital dataset vertically and horizontally to within five thousandths of an inch and a map surface of no less than 360 dpi. Terrain model will be used by Marines to physically interact with the model to conduct military mapping rehearsals. The terrain model shall be a geo-spatially accurate, three-dimensional solid model of the area. The method of manufacturing and method of placement of the pixels must replicate geographic terrain at the above level of precision, without any artistic rendering. Please see attachments for additional products requirement. Market research has been performed and the requested product is listed on the internet as being available from a sufficient number of vendors. This award is being set aside for small businesses in accordance with FAR 19.502-2. In accordance with FAR 11.104 and FAR 11.105 requirements are not written to require a particular brand-name, product, or a feature of a product, peculiar to one manufacturer and must meet the salient characteristics prescribed in the attached statement of work. Award will be made to the lowest price technically acceptable Quoted products are subject to review by the GSA R2 Supply Operations Technical Services Division as well as the Marine Corps customer at the MAGCC in Twenty-nine Palms, CA. Award is contingent upon the customer's review and approval of the proposed awardee's specifications. In accordance with the customer's statement of need, the proposed awardee shall provide the final design for the TTECG's review and approval prior to the manufacturing of the final terrain model. TTECG will provide feedback to the GSA acquisition center within 48 hours Award of this one time assisted acquisition will be based on, Lowest Price Technically Acceptable, with negotiations being used if problems arise. The proposed awardees is subject to a responsibility determination, to include reviews of SAM, FAPIIS and EPLS and which may include a past performance evaluation. DELIVERY: Delivery must be made by within 6 weeks of the award date.
