Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT for Services for Diabetes Treatment and Prevention Programs This is NOT a solicitation for proposals, proposal abstracts, or quotations. All responses may be used for market analysis in determining the availability of potential qualified businesses for the purposes of determining an appropriate acquisition strategy. The Indian Health Service (IHS) intends to award a non-competitive, bridge contract against GSA contract GS-10F-0166U with The Hill Group, Inc., located at 6903 Rockledge Drive, Bethesda, MD 20817 for continuity of support services, until a proper competitive RFP can be created. This sole source bridge contract is for support services related to: 1) Organization and operation of IHS' Division of Diabetes Treatment & Prevention (DDTP) group; 2) Coordination, review, and evaluation of the American Indian/Alaska Native (AI/AN) clinical and public health programs; 3) Translation of diabetes research to information and resources for clinical practice; 4) Dissemination of evidence based information and resources; 5) Project management services. The mission of the Indian Health Service (IHS), Division of Diabetes Treatment and Prevention (DDTP) is to develop, document and sustain a public health effort to prevent and control diabetes and related chronic diseases in AI/AN people and communities. The DDTP employs collaborative strategies in the 12 IHS Areas through coordination of a network of Area Diabetes Consultants, and approximately 500 Special Diabetes Program for Indians (SDPI) grant programs. In addition, the DDTP is the primary point of contact for inter-agency as well as intra-agency communication on the prevention and treatment of diabetes and related chronic diseases in the American Indian/Alaska Native communities. This contract action is for services that the Government intends to solicit and negotiate with only one source under the authority under the authority of 41 United States Code (U.S.C.) 253(c)(1) as set forth in Federal Acquisition Regulation (FAR) 6.302-1. This Notice of Intent is not a request for competitive quotations; however, all responses received within fifteen (15) days of the issuance of this notice will be considered by the government. Responses must be submitted not later than Tuesday, February 24, 2015 10:00 A.M. (EST). Capability Statements will not be returned and will not be accepted after the due date. The maximum number of pages for submission is three (3) pages (excluding cover page). Capability statements should be e-mailed directly to the Primary and Secondary Points of Contact (POC) listed below. SUBMISSIONS WILL ONLY BE ACCEPTED VIA ELECTRONIC MAIL. No telephone calls will be accepted. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract. Any information provided by industry to the Government as a result of notice is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses or the Government's use of such information or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work; also, Respondents must be registered in the System for Award Management (SAM). Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published on a government GPE. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
