- DO NOT CONTACT POSTER - L. NEWHOUSE. FOR ANY INFORMATION CONTACT: Bruce W. Ballance, Sr. 443-395-6993. This is a SOURCES SOUGHT MARKET SURVEY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Army CECOM LCMC is conducting this sources sought market survey to determine price and availability (P&A) from potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement as follows. The Iraqi Ministry of Defense (MoD) currently maintains a dedicated Commercial Satellite Communications (COMMSATCOM) and internet services network consisting of 215 existing Very Small Aperture Terminals (VSAT) to support the interconnection of six voice/data networks which support the Iraqi MoD. The MoD's VSAT network is composed of networks consisting of the following VSAT networks: Iraq Defense Network (IDN), Iraq Veterans Administration (IVA), Video Teleconference (VTC), Human Resources Information Management (HRIMS), Directorate General for Intelligence and Security (DGIS), Signal Intelligence (SIGINT) and Iraq Logistics Network. The scope of work is for space segment, managed hub services, field operations and maintenance, VSAT equipment, installation services, 24/7 NOC and technical support, de-installation and re-installation services and spares in support of the Iraq's Ministry of Defense (MoD) VSAT Network. RESPONDENTS ARE ADVISED THAT THERE IS NO TRANSITION TIME ALLOTED TO DELIVERY EQUIPMENT AND SERVICES FOR THIS REQUIREMENT. Existing services must continue without disruption on 01 January 2016 for a period of 12 months. For purposes of pricing, the Rough order of Magnitude (ROM) should reflect the cost of performing the scope in Iraq, such as life support and security. All responses must reflect contractor provided transportation and shipping. Responses must include price, availability, lead times and the schedule stated in months after contract award for each identified task. P&A responses should not be bundled with a bottom-line figure. ROM values must be broken down into equipment or services. All P&A should be itemized according to the following categories: Space segment, hub, management and control services: Provide a ROM, regardless of location in Iraq, for all related labor and service costs in providing satellite(s), hub, teleport and management and control services to 215 VSAT terminals with 89 Mbps of aggregate Ku band SCPC and TDMA space segment for fixed VSATs, and 30 Mbps to support mobile (on-the-move) VSATs. The hub must support the MoD's existing iDirect e8350 modems. The proposed satellite(s) and hub must provide full redundancy. The ROM should also include 6 IPs per terminal and all related teleport setup and monthly hub fees. The ROM for the 30 Mbps of bandwidth with managed services should be separately provided from the ROM for 89 Mbps of bandwidth with managed services. Operations and maintenance: Provide a ROM for VSAT operations and maintenance that includes all necessary transportation, security and labor costs to maintain the existing VSAT sites locations and configurations. New site installation labor: Provide a ROM which includes all necessary transportation and labor costs regardless of the site location to perform a new VSAT installation. Typical installations shall consist of a concrete pad or pole mount for the antenna assembly, PVC or iron cable tray shall be utilized for conduit/cable raceway and standard 19 inch racks shall be utilized. Site moves: Provide a ROM which includes all necessary materials, transportation, and labor costs in the performance of de-installing and re-installing one VSAT terminal. New VSAT site installation equipment: Provide a ROM which includes all the equipment and material costs to install one VSAT site. Equipment includes a 1.8m dish with BUC and LNB, all associated cables and the iDirect e8350 modem. Remote network monitoring capability: Provide a ROM for 24/7 NOC supported technical service (with Arabic speaking capability) and iMonitor software. Spares: Provide a ROM for lifecycle O&M spare parts to be used in conjunction with the O&M effort. Industry standards should be used to determine the spares composition and quantities required for the size of the network reflected in this inquiry.
