- This procurement is for the construction of P-259 Apron Expansion and Construction of Supporting Facilities. This procurement uses the source selection procedures in accordance with FAR Part 15. This procurement is for design-bid-build services and will be solicited utilizing full and open competition. Source Selection procedures will be used with the intent to award a firm-fixed-price construction contract to the responsible Offeror whose proposal, conforming to the Request for Proposal (RFP), offers the best value to the Government, using the lowest price technically acceptable source selection process. The work to be acquired under this solicitation is for the construction of approximately 417,000 square-foot (sf) of P-8A aircraft apron and supporting facilities; including 399,987 sf apron expansion to provide space for 24 additional P-8A aircraft; 16,203 sf Low Rise Sonobuoy Facility; 6300 sf new P-8A Open Concrete Slab Rinse Facility (CC11615); and 2,704 sf Low Rise Liquid Oxygen Facility (CC14187). The project also includes demolition of eight buildings to clear the site for this project and their functions will be consolidated. The project will be located at Naval Air Station Whidbey Island, Oak Harbor, WA. The estimated total contract price range, in accordance with FAR 36.204, is between $10,000,000 and $25,000,000. This procurement shall be in accordance with FAR 52.225-11/12, Buy American Act “ Construction Materials. The firm needs to be able to demonstrate knowledge, current relevant qualifications, experience, bonding, and the capability to perform a design/build construction contract similar to the scope indicated. The Government intends to evaluate proposals and award without discussions. Selection for award will be based on evaluation of the following: Price, Factor 1 “ Experience, Factor 2 “ Past Performance, Factor 3 “ Safety, and Factor 4 “ Small Business Utilization. The Offeror whose proposal is technically acceptable with the lowest evaluated price will be considered the best value to the Government. THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The RFP will be posted on the Federal Business Opportunities (FBO) website at www.fbo.gov, and the Navy Electronic Commerce Online (NECO) https://www.neco.navy.mil/ on or about February 27, 2015. No hard copies will be provided. IT IS THE CONTRACTORS RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. Prospective Offerors MUST register on the website. Plan holders lists will not be faxed and will be available only at the website listed above. A pre-proposal conference and site visit is scheduled for March 12, 2015 AT 09:30AM at the Skywarrior Theater, NAS Whidbey Island. No reimbursement will be made for any costs associated with this announcement, attending pre-proposal conferences or any follow-up information requests. Results of Sources Sought Two sources sought notices were used to conduct market research and to determine if qualified small businesses were interested in performing this project. The first sources sought notice was issued using solicitation number N4425515MKTG2, which was posted on June 26, 2014. Two responses were received and did not demonstrate relevant experience as defined in the notice. A second sources sought notice was issued on 04 September 2014, with the intent of providing an additional opportunity for small businesses to express interest in this project. In order to stimulate small business interest, the required experience elements were decreased. The Government received four responses in the second notice. The firms did not possess the relevant specialized experience as defined in the notice or could not meet the bonding capacity. The contracting officer determined there is not a reasonable expectation of obtaining offers from two or more responsible small business concerns in accordance with FAR 19.502-2. Based on the market research, it was determined that this procurement will be solicited utilizing full and open competition. The Seattle Small Business Administration (SBA) Office concurred with this decision.
