Description
Work site identification Statement of Work Aerial Picture of facility SUBJECT: Request for Quotes; Custodial and Grounds Services, Curlew, WA The United States Customs & Border Protection is seeking quotes from interested parties to provide custodial, snow removal, pest control and grounds maintenance services for the Border Patrol office at #5 Forest Lane, Curlew, WA 99118, PH 509-779-4376. Dates will be from April 1, 2015 thru March 31, 2016, with four (4) separate possible options to extend from April 1, 2016 thru March 31, 2020. There will be a one time worksite walk thru on March 2, 2015 at 10am PST. Quotes must be received No Later Than 3pm PST, March 12, 2015. Quotes will be accepted by mail, delivery service, or fax. Fax#: 509-468-3790. Fax quotes are not a guaranteed method of delivery. Contract will be for custodial, grounds maintenance, snow removal and pest control services, Monday thru Friday, between the hours of 7am and 3pm. Your quote must be for the work described on the enclosed Statement of Work, and Task and Frequency Chart. You will have to state your monthly charge for each area of the described work and address past performance; equipment; and experience. List your charges for these items: Monthly custodial fee: Monthly grounds maintenance fee: (Grounds will only be from March thru October) as snow fall/ freezing temperatures permits. Pest Control Monthly fee: Snow Removal: Level 1; Level 2; Level 3. (see statement of work) Within 30 days of award of the contract you will also be required to provide a written Quality Assurance Plan and a Pest Control Plan. The winning vendor will be required to have a local business license (if required), Federal Tax ID number, obtain a Dunn and Bradstreet number, and register in the governments System for Acquisition Management (SAM.gov). This will require direct/electronic deposit of your payments. The winning vendor, and all employees, must be legal residents of the United States and are subject to a criminal history, fingerprinting and background investigation. ALL of this will only be required IF YOU ARE AWARDED THE CONTRACT. Non selection announcements will not be made. A non selection briefing may be requested, if request is received by this office by March 20, 2015. Request may be verbal or written. Debriefing will be verbal ONLY. The quotes will be rated on several factors and scored on a 1-5 points basis. Price is not the sole determination factor. Other factors will be: past performance; equipment; experience in performing this same type or similar work. The final determination will be based on the contracting officer's determination of "best value" for the government. Special consideration may be made for businesses that are registered with the U.S. Small Business Administration such as: disabled veteran, HUB Zone, 8a, etc. This is a firm fixed price contract for up to a total of five (5) years. Economic price adjustments based on the previous 12 months CPI-U (Consumer Price Index average) may be factored in to your option years, if you request it. Wages must be based on the current Department of Labor Service Contract Act standards for the area. Currently DOL minimum hourly wage for janitorial work is $12.25 per hour (plus $3.24 per hour for benefits). This includes the requirements to consider health and welfare coverage: Life, accident and health insurance plan(s). Sick leave, pension plan, paid vacation, and 10 paid holidays per year. The NEW Federal minimum wage for any employees is $10.10 per hour. ALL of these factors must be addressed in determining your cost. ADDITIONAL STATEMENT OF WORK DETAILS AVALIABLE UPON REQUEST.
