- INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a non-competitive sole source basis to Gene42, 54 Kennedy Avenue, Toronto, Ontario. M6S 2X5, Canada; to provide software development and support for the Phenotips server that is already deployed in the UDP Program at the NIH/NHGRI. PREVIOUS IT SECURITY PROVISIONS AND 508 COMPLIANCE LANGUAGE STILL IN ACCORDANCE AND VALID SINCE EXISTING BASE CONTRACT Background: The National Institute of Health (NIH) is the nation's leading medical research agency and the primary Federal agency seeking fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Institutes of Health Undiagnosed Disease Program (UDP) is a trans-National Institute of Health (NIH) initiative that focuses on the most puzzling medical cases referred to the NIH Clinical Center in Bethesda, MD. Many medical specialties from other NIH research centers and institutes contribute the expertise needed to conduct the program, including endocrinology, immunology, oncology, dermatology, dentistry, cardiology and genetics, among the dozens of participating senior attending physicians. A longstanding medical condition that eludes diagnosis by a referring physician can be considered undiagnosed and may be of interest to this clinical research program. The goals of the UDP include finding accurate diagnoses and discovering new diseases that provide insight into human physiology and genetics. The UDP was established to evaluate participants who have undiagnosed medical conditions. UDP participants have generally received extensive diagnostic workups before traveling to the NIH and often have numerous and/or complex medical problems. The UDP program makes use of a diverse set of diagnostic and research techniques both to attempt to find a diagnosis and to generate research projects to advance medical knowledge. The unique tools and computing infrastructure is needed to improve, optimize and refine the UDP PhenoTips server that is currently deployed in the NIH UDP laboratory. These support the research needs of the UDP by providing a robust platform on which to perform the necessary phenotype analysis and record them into the PhenoTips server to be viewed by laboratory personnel and collaborators. Purpose and Objectives: The base infrastructure was developed by the University of Toronto and Gene42, Inc. on behalf of the National Institutes of Health, National Human Genome Research Institute (NHGRI) to provide and develop software that contains the ability to perform Glycomics measurements in the LIMS PhenoTips server that is already deployed in the UDP Program at the NIH. Additionally, the base contract provided synchronization services between the internal and external PhenoTips instances. These features allow for further required functionality in the PhenoTips server The Phase 2 and procurement of the continued Contract will provide and further develop the neuroradiology interface within the LIMS PhenoTips server that is already deployed in the UDP Program at the NIH. Additionally, the Contractor will provide synchronization services between the internal and external PhenoTips instances as well as one year of gold support. These features will allow for further required functionality in the PhenoTips server. Scope of Work: The purpose of this acquisition is to further develop software to input neuroradiology image and data on PhenoTips server that is currently integrated into the LIMS system designed to manage UDP patient samples and data throughout the UDP program including clinical and laboratory personnel as well as collaborator data. The PhenoTips server is used by the clinical staff to input patient phenotype data into the LIMS system using standardized HPO terms. The further development will include a more effective interface that includes structured anatomical organs that can be mapped to appropriate HPO terms. Also integral to this process is to update the PhenoTips instances on the collaborator and internal sites on a regular basis to incorporate the necessary changes to the system. CONTRACTOR: • Shall develop improvements to the Neuroradiology User Interface: o Shall contain the ability to enter Neuroradiology data structured by anatomical organs o Shall contain the ability to rapidly select organ structure that has been mapped to HPO terms o Shall add novel relevant HPO terms at the discretion of the HPO development team. Procurement: 1. PhenoTips Gold Support, 1 year: • Level 1: System unavailable for use or significant functionality failure affecting all users. Endeavour to fix within 24 hours; • Level 2: System unavailable for use by some users or some significant functionality failure affecting some or most users. Endeavour to fix within 48 hours; • Level 3: Other faults: Endeavour to fix within two weeks, or longer if agreed with the Customer; and • provide and install new versions during the year. 2. Synchronization with UDN PhenoTips instance: (100 hours development time): • Develop functionality to synchronize the UDP PhenoTips data with other external PhenoTips instances, including the expected Undiagnosed Diseases Network (UDN) PhenoTips instance. This synchronization will enable for the transfer of relevant patient data (appropriately de-­‐identified) to the external servers automatically upon final signoff by the UDP clinician. 3. Neuroradiology User Interface Improvements (100 hours development time): • Develop a more effective user interface for input of Neuroradiology data, structured by anatomical organs with rapid ability to select relevant organ structure, and mapped to appropriate HPO terms, where available. We will also request for the addition of novel relevant terms into the HPO, however their inclusion will be at the discretion of the HPO development team. Period of Performance: February 2015 through February 2016 (12 Months) REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION Industry Classification (NAICS) Code is 541511, Custom Computer Programming Services, business size standards $27.5M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-78 (December 26, 2014). This requirement is under the Simplified Acquisition Threshold of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
