- ATTACHMENT A - COTS EVSS REQUIREMENTS MATRIX.docx Solicitation 2014-R-052_FINAL.docx The United States Senate Office of the Sergeant at Arms (Senate or SAA) is seeking to acquire a Commercial-Off-The-Shelf (COTS) Enterprise Vulnerability Scanning System (EVSS) that shall automatically scan public facing Senate websites and networked devices to identify, report, and help resolve web application vulnerabilities. The selected Vendor shall provide the COTS EVSS hardware and software, configuration support, installation, testing for acceptance, necessary licenses, training, documentation, maintenance and technical support of the COTS EVSS. REQUIREMENTS: A. The EVSS that Vendor shall provide must be Commercial-Off-the-Shelf (COTS) product. B. The COTS EVSS must be simply configured, and not require extensive modifications to meet the requirements of the SAA. C. The COTS EVSS must meet the SAA functional requirements. The attached Solicitation 2015-R-032 COTS EVSS (Solicitation) contains the complete description of the specifications, applicable provisions, clauses and attachments for the contract that will be issued to the COTS EVSS Contractor. The functional requirements for the EVSS are specified on ATTACHMENT A - Requirements Matrix, of the Solicitation. D. The COTS EVSS must already have commercial installations and be successfully operating. QUESTIONS Technical and Administrative questions about the Solicitation shall be submitted via email to acquisitions2012@saa.senate.gov, to the attention of Cora Carag, no later than Noon EST on February 19, 2015. The Solicitation number shall be referenced in the subject line of the email message. The questions shall be submitted in a MS Word table, with one question per cell, in an editable format. See Solicitation §L.2 Submission of Technical and Administration Questions. Responses to all written questions received will be posted as an amendment to this Notice. It is the responsibility of all offerors to monitor this site for the posting of the SAA's answers to the questions received. The SAA will not respond to questions submitted after the posted deadline or to any telephone requests for information. Oral communications are not acceptable in response to this Notice. INSTRUCTIONS SEE SOLICITATION §L.6 FOR INSTRUCTIONS IN THE PREPARATION AND SUBMISSION OF PROPOSALS. 1. Technical Proposal The Technical proposal shall provide the following: a. Description of the proposed COTS EVSS's ability to meet or perform each of the mandatory requirements listed on the Requirements Matrix (see ATTACHMENT A). The proposal shall address each requirement directly with separate paragraphs identifiable to each requirement accordingly; b. Description of the COTS EVSS features, capabilities, and/or specification. c. Maintenance and technical support programs for the implemented COTS EVSS; d. Organizational information including the vendor's Dun and Bradstreet number, and point of contact with telephone, fax and e-mail address. 2. Completed COTS EVSS Requirements Matrix (ATTACHMENT A) The vendor shall complete the attached COTS EVSS Requirements Matrix (see ATTACHMENT A) by marking the appropriate cell(s) in the Matrix for each requirement, including details in "Comments" section on how the EVSS meets/exceeds that requirement. The vendor shall submit the completed Matrix in.xlsx format only. 3. Past Performance References Provide past performance information for Offeror's three (3) most recent customers/clients in the last five (5) years for EVSS projects or contracts similar to the SAA requirements. The SAA will check references if necessary to evaluate past performance. SEE SOLICITATION §L.6.1 VOLUME I - TECHNICAL PROPOSAL FOR ADDITIONAL INFORMATION. 4. Price Proposal The COTS Cyber-Threat Database price proposal shall provide, at a minimum, the following: a. initial cost b. renewal costs c. maintenance support costs for each level of support available for four option years SEE SOLICITATION §L.6.2 VOLUME II - PRICE PROPOSAL FOR ADDITIONAL INFORMATION. PROPOSAL DUE DATE Proposals are due to the POC no later than March 10, 2015, at 5:00 PM EST, and shall be submitted electronically via email only to the attention of Cora R. Carag at Acquisitions2012@saa.senate.gov. The subject line of the email message shall be: 2015-R-032 COTS EVSS. No other method of transmittal will be accepted. The proposal shall not exceed twenty (25) pages which shall include the narrative, completed requirements matrix and the past performance information but excluding company and product brochure/literature if any. Unnecessarily elaborate submissions are discouraged. Pages over the page limitation may be discarded. Access by the SAA to information in any files or to files attached to the proposal is the responsibility of the submitting party. Neither the SAA nor the Senate is responsible for any failure to access vendor information and/or submission. EVALUATION FACTORS FOR AWARD: The following factors shall be used to evaluate offers: (1) Technical acceptability of product offered, in terms of whether it meets or exceeds the Solicitation requirements; (2) Past performance information for the Offeror; (3) Personnel proposed; and (4) Evaluated price. (See SECTION M - EVALUATION FACTORS FOR AWARD of the Solicitation.) Technical acceptability of product offered is equally important to combined Past Performance and Proposed Personnel. Collectively, they are equally important to Evaluated Price. Responses received without the required information will be considered non-responsive. AWARD INFORMATION: The SAA anticipates award of a contract, if any, in May, 2015. The SAA currently does not anticipate any amendments to the Solicitation. However, prospective offerors are responsible for monitoring this site for release of any Solicitation amendments. TELEPHONE REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED. THE SAA WILL NOT BE RESPONSIBLE FOR ANY COSTS INCURRED BY OFFERROR IN THE PREPARATION OF PROPOSAL IN RESPONSE TO THIS NOTICE. THIS NOTICE CONSTITUTES THE ENTIRE SOLICITATION AND IS THE ONLY INFORMATION PROVIDED BY THE SAA OR SENATE.
