- Please find the Pilot Sensor Operators Industry Day Teleconference Charts, minutes, and written question template attached. Please submit all questions in writing by 12 February 2015, 4:00pm EST using the word template provided and email to John.Purcell.3@us.af.mil and Stephanie.Sanchez.5@us.af.mil. Draft RFP has been posted. An Industry Day Teleconference will be held 9 February 2015 at 2:00 PM EST. Contractors will be given the opportunity to ask questions and get clarification before official RFP is released. If you are interested in participating in the teleconference, please email your information to Stephanie.Sanchez.5@us.af.mil. A teleconference number will then be provided closer to 9 February 2015. Please see attached Sources Sought Synopsis for full details. 1. Sources Sought Synopsis for Planning Purposes. This is a Sources Sought Synopsis and Request for Information in accordance with Federal Acquisition Regulation (FAR) 52.215-3 --Request for Information or Solicitation for Planning Purposes (Oct 1997). The purpose of this Sources Sought Synopsis is to perform market research, and to determine offeror interest and capability in providing Pilot and Sensor Operator services to the United States Air Force. Information received as a result of this request will be considered as sensitive and will be protected as such. Any company proprietary information contained in the response should be clearly marked as such, by paragraph, such that ‘publicly-releasable' and ‘proprietary' information are clearly distinguished. Any material that is not marked proprietary will be considered publicly-releasable. Any proprietary information received in response to this request will be properly protected from any unauthorized disclosure. The United States (U.S.) Government will not use proprietary information submitted from any one firm to establish the capability and requirements for any future systems acquisition, so as to not inadvertently restrict competition. 2. The submitted documentation becomes the property of the U.S. Government and will not be returned. No solicitation documents exist at this time. This is NOT an Invitation for Bid (IFB) or Request for Proposal (RFP). The U.S. Government does not intend to award a contract on the basis of this announcement. This is a request for information for planning purposes only. The U.S. Government will not reimburse costs associated with the documentation submitted under this request. Although the word "proposed" may be used in this inquiry, your response will be treated as information only and will not be used as a proposal. Responders are solely responsible for all expenses associated with responding to this inquiry. This announcement is not to be construed as a formal solicitation. It does not commit the government to reply to information received, or to later publish a solicitation, or to award a contract based on this information. 3. Background: The U.S. Government is conducting market research to identify companies, as potential sources, that may possess the expertise, capabilities, and experience to competently and competitively respond to requirements to provide MQ-1 and MQ-9 Pilot and Sensor Operator (PSO) services following the end of existing PSO service contract (currently projected to end in January 2016). Only United States companies will be considered for contract award. It is the Government's intention to determine whether there is offeror interest and capability in performing MQ-1 and MQ-9 PSO services. 4. Please email any questions as soon as possible and mail your response to this Source Sought Synopsis no later than 1600 EST, 6 November 2014, to Stephanie Sanchez (Stephanie.Sanchez.5@us.af.mil), Contract Negotiator. Response must be received no later than the above-mentioned time/date for the U.S. Government to consider your response in formulating our market research.
