- invoice and payment provisions solicitation Statement of Work This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number for this acquisition is HHS-NIH-NIDA-CSS 15-55 and is being issued as a Request for Proposal (RFP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-78 effective December 26, 2014. This acquisition is unrestricted. The North American Industry Classification System (NAICS) Code for this procurement is 811219 and the Small Business Size Standard is 20.5 million dollars; Other electronic and precision equipment repair and maintenance. STATEMENT OF OBJECTIVES The contractor shall provide labor and parts needed to maintain a 5800 MALDI TOF-TOF Mass Spectrometer. STATEMENT OF WORK Preventative Maintenance: The Contract shall provide one preventative maintenance (PM) per calendar year for the AB Sciex 5800 TOF-TOF mass spectrometer for the National Institute of Neurological Disorder and Stroke. Preventative maintenance may be performed concurrently with remedial maintenance. Service and Repair: In addition to PM, the contractor is responsible to repair the instrument every time it experiences a hardware or software problem. The contractor shall send engineer onsite within two workdays for the repair without any additional charge for the labor or all replacement parts. Service and repair of the equipment will be provided by an engineer who is trained to service an AB Sciex 5800 TOF-TOF instrument. Contractor must provide certification. Service call Response Time: Contractor must guarantee priority response time of 2 business day after receipt of a service call. If the contractor fails to arrive within 2 business day for reasons other than customer's failure to provide access to or causes beyond the reasonable control of the contractor, the contractor will provide customer a service plan renewal credit in an amount equivalent to one day's pro-rated charge for each day the contractor’s response is late. New parts or refurbished parts shall be used for the repair. The contractor shall warrant that all parts used are in accordance with generally accepted standards prevailing in the instrument repair industry the time of the service. After the repair, the engineer will make sure that the performance of the instrument passes the criterial set for 5800 TOF-TOF. Warranty claims must be made within ninety (90) days after services are performed. The following attachments are provided to assist you in preparing your proposal responding to this solicitation.
