- PEO STRI - Sources Sought Notification - Foreign Military Services and Support (FMSS) **UPDATE - 10 February 2015 The purpose of this update is to correct an error associated with one of the Government's point of contact email addresses listed at the bottom of this Notice. The correct email for Mr. Dale Whittaker is Nathan.d.Whittaker.civ@mail.mil. **UPDATE - 4 February 2015 The purpose of this update is to inform interested parties that the Government has included NAICS 541330 Exception A - Military and Aerospace Equipment and Military Weapons, with a size standard of $38.5M, to its list of propsective NAICS codes identified in this Sources Sought. **NOTE: This Notice incorporates information to be disseminated across various NAICS. As such, some vendors may encounter this notice several times. For those vendors, only one response should be provided to the Government. DESCRIPTION U.S Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) is soliciting information regarding a contract vehicle exclusive for foreign military service and support requirements. This program will be utilized as the implementation arm for the PEO STRI Security Assistance Management Directorate's (SAMD) mission for managing and executing Department of the Army (DA) foreign military services and support related cases. The current performance period contemplated for this effort is 5 years, beginning in third quarter 2017. Given the unique nature of foreign military sales, particularly with respect to funding structures, a general ceiling is being forecasted and it is foreseen that a mix of foreign customer funds and limited congressionally appropriated funds (e.g. foreign military financing, building partner capacity) will be utilized for this effort. This contract will require rapid execution (e.g. 5 day turnaround of Rough Orders of Magnitude and 3-6 weeks (dependent upon complexity) turnaround for proposal preparation, negotiations and award) of task orders and change orders as they arise. Associated task orders will require the contractor(s) to provide a highly competent and culturally sensitive workforce capable of satisfying a breadth of unique services across multiple countries under multiple task orders with overlapping performance periods. The contractor(s) will require familiarity of, and compliance with, International Trafficking in Arms (ITAR) regulations and the Arms Export Control Act (AECA). Prospective contractor personnel must possess a minimum SECRET clearance. BACKGROUND The vast majority of these requirements are currently being satisfied by PEO STRI through an existing contract vehicle, Warfighter Field Operations Customer Support (WFF), a single award IDIQ contract. The period of performance for this contract vehicle will end in October 2017. As a result, PEO STRI is developing a contract vehicle to continue the Training Aids, Devices, Simulators and Simulations (TADSS) maintenance efforts. This however, will leave a requirements gap with respect to the foreign military services and logistical/operational support historically executed under the WFF contract. The FMSS vehicle is intended to fill that gap. The FMSS vehicle will handle the preponderance of FMS cases which align with the following core service areas. These core areas are listed in descending order according to the historical frequency and percent-funded value of all service related cases implemented through PEO STRI over the last 3 years. However, given the dynamic nature of FMS, these historical figures cannot guarantee the consistency of future requirements and primarily serve to develop the general scope of this vehicle. This analysis did not include those services bundled with supplies as part of a total package solution or exercised as Options under an existing FMS delivery order. The Government is not planning to release the total aggregate dollar value of these historical cases at this time as further analysis is being conducted to determine an accurate potential ceiling value for this effort. The core service areas are as follows: 1. Curriculum, Programs of Instruction (POI) and Courseware Development a. Military related subjects and topics to include but not limited to: i. Training Aids, Devices, Simulators and Simulations support ii. Military Occupation Skills (MOS) - Basic through Advanced, tactical and strategic level iii. Partner nation and Allied operations and procedures iv. Peacekeeping and natural disaster response/assistance b. Provide training assistance in the following areas (not all inclusive): i. Military readiness of the partner nation ii. Medical/ First responder iii. Disaster and emergency preparedness iv. Counterinsurgency operations v. Combined arms vi. Socio-political-cultural education vii. Aviation/pilot viii. Institutional training (Classroom or field) at the partner nation's military academy/academies 2. Plans, Training and Exercise support a. Battle command and military decision making training b. Support of Army, joint, NATO and coalition exercises c. Conduct of Command and Control (C2) d. Preparation of FMS partner training plans and exercises 3. Operations and Maintenance (O&M) of Army and non-standard Training Aids, Devices, Simulators, and Simulations (TADSS). Provide Instructor/Operators (I/O) and Maintenance personnel for follow-on logistical support of Army Programs of Record (PORs) and non-standard TADSS. Non-standard, as defined for this effort, would constitute those decommissioned Army devices no longer being used by U.S. forces and those systems never adopted by U.S. forces but which meet foreign partner strategic/mission requirements. Examples include: a. O&M and I/O package for Mine-Resistant Ambush Protected (MRAP) Egress Trainers (MET) b. O&M and I/O for marksmanship trainers (non-standard) This vehicle is being developed to also support urgent foreign military requirements associated with contingency operations. Consequently, the Government will require rapid response to these requirements as they materialize and timely execution subsequent to award. While this list in not all-inclusive as future requirements cannot be predicted, the following represent some of the historical efforts: 4. Contingency Operations Support: a. Provide Military training in a variety of subjects to include but not limited to: i. Counter IED ii. Special operations/counterinsurgency iii. Vehicle operation and maintenance iv. Weapons marksmanship v. Logistics vi. Training device O&M support b. Provide exercise support The Government is considering the inclusion of one, some or all of the following North American Industrial Code System (NAICS) codes as part of this strategy: Sector 54 - Professional, Scientific and Technical Services 541330 - Engineering Services, with an associated size standard is $15M in average annual receipts. Relevant to sustainment and I/O support of Army/non-standard TADSS. 541614 - Process, Physical Distribution and Logistics Consulting Services, with an associated size standard is $15M in average annual receipts. Relevant to contingency operations logistics and operations. 541690 - Other Scientific and Technical Consulting Services, with an associated size standard is $15M in average annual receipts. Relevant to security consulting services. Sector 61 - Educational Services 611430 - Professional and Management Development Training, with an associated size standard is $11M in average annual receipts. Relevant to Curriculum, POI and training/courseware development. 611699 - All Other Miscellaneous Schools and Instruction, with an associated size standard is $11M in average annual receipts. Relevant to the Advisory and Assistance and contingency operations related training historically conducted. Examples include medical/first responder; vehicle operations; language; survival and counterinsurgency training. PURPOSE PEO STRI is seeking information regarding the relevant experience and capabilities of industry partners interested in performing this potential requirement. This paper will also be used to gain insight from industry's experience performing/conceptualizing execution methodologies for similar requirements and to analyze the information in order to develop a contract vehicle capable of successfully supporting this mission. Based on this assessment, PEO STRI will begin to implement a strategy for producing a formalized solicitation that will be competitively awarded. This paper shall be organized into two distinct parts. Part One of this paper shall consist of a company overview and it's capabilities with respect to the requirement. At a minimum Part One shall address the following areas of interest: 1. Describe the applicable capabilities of your company and the nature of the services you provide as they relate to any or all of the aforementioned core service areas. Include contract numbers, a brief description of the work performed, and dates (years) of the performance period. Indicate which of the aforementioned NAICS are applicable to your company and if it is a large or small business based upon the relevant size standard for each code. 2. If your company is a small business under one or more of the identified NAICS Codes, and you are interested in participating in this acquisition please provide the following: a. If you intend to be a prime contractor, how do you plan on meeting the requirements of FAR 52.219-14, Limitations on Subcontracting? Or, b. If you desire to be a subcontractor, please specify the applicable service areas your firm is interested in supporting. 3. Describe your company's past experience (if applicable) operating in a foreign environment (outside the U.S. and its territories) and with providing FMS-related services. Provide details as to the capacity in which your company operated in this environment (e.g. prime, subcontractor, material supplier) and how this experience is relevant to the Government's requirement. NOTE: If the submission is silent on this part the Government assumes the contractor has no prior FMS experience. Lack of FMS experience will not preclude interested parties from participating in the acquisition or submitting a proposal against any resulting solicitation. However, the Government reserves the right to adjust this decision at any time prior to release of the formal solicitation. 4. Describe your company's plan/process for personnel resource management, as it relates to the timely execution of the varied services associated with this effort. Part Two of this submission requires your company's perspective on effective strategies for satisfying this requirement, focusing on real-world and/or conceptual solutions and relevant lessons learned that address the Government's aforementioned performance requirements (i.e. rapid execution and sustained surge capacity). Please provide any realized or theoretical earned value (e.g. cost, schedule, performance) that may be derived from the strategy/strategies. Describe the basis behind the recommendation and the expected outcomes. Outcomes should be rationalized and articulated in terms of the costs and benefits to the Government. Any recommendations/examples provided in response to this inquiry that endorses, either openly or suggestively, the use of any proprietary, or otherwise protected process, system or device must be disclosed along with the cost/benefit to its utilization/implementation. DOCUMENT STIPULATIONS: Contractors are requested to provide this information brief including a cover page. The cover page should include company name, address, and points of contact including phone numbers and e-mail addresses. Submissions shall be prepared using Microsoft Word with font no smaller than standard 10-point Times New Roman. PAGE LIMITATION: 20 PAGES MAXIMUM. The cover sheet shall not be included in this page limit. If a small business, in order to adequately explain item #2 under Part One of this document (limitations on subcontracting), please limit your submission to no more than 21 PAGES MAXIMUM. This additional page shall only be used for addressing items #2(a) and #2(b). DISCLAIMER: This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products or services nor will the Government reimburse any parties for costs associated with this request. Submission of the information requested will not exclude contractors from participating in any resultant competitive solicitation associated with this effort.
