- *Amendment 2 This amendment incorporates the sign-in sheet and slides presented at the TSS-E Acquisition Brief held on Tuesday, 10 Feb 2015. The date for industry input in regard to the proposed acquisition strategy is changed from Friday, 13 Feb 2015, to Friday, 20 Feb 2015 at 4:00 PM EST. The Mission and Installation Contracting Command - Fort Eustis and the Army Training Support Center are conducting additional market research to identify reasonable alternatives that enhance the overall level of competition, expand prime or subcontracting opportunities for small businesses, generate significant cost savings for the Army and/or enhance the Army's ability to plan, manage and execute the Training Support Systems (TSS) mission support contract. The conceptual business arrangement is: The government is planning a full and open competition Multiple Award Indefinite Delivery/Indefinite Quantity Task Order Contract (MATOC) to procure the services identified in the attached PWS. The government anticipates making up to six awards. The contract period will be a five (5) year Ordering Period. The evaluation of the base awards for the MATOC is planned as Low Price/Technically Acceptable (LPTA). Future task orders may be evaluated on either LPTA or Best Value with Trade-offs. Pricing Arrangement of the task orders will be primarily Firm Fixed Price with the possibility of Cost Plus Fixed Fee if circumstances warrant. A task order will be solicited and awarded at the same time as the MATOC. The government may consider the possibility of reserving a portion of the requirement for set-aside if responses to this synopsis provide a reasonable expectation that two or more firms are capable of providing the required services. The current contract has a program value of $495M. Management of multiple task orders at one time is required. The approximate task order value (range) is between $50K-$35M. Seventy-eight (78) task order awards have been issued under the TSS Enterprise (TSS-E), with the average task order value at $4.8M. The projected program value of the follow-on contracts will be in the range of $750M-$800M. The North American Industry Classification System (NAICS) Code is 541990, All Other Professional, Scientific, and Technical Services with a small business size standard of $15.0 million. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS a. Under the current TSS contracts, all prime contractors must be capable of performing all five major tasking areas at all installations located throughout the United States and in overseas locations. Please identify any reasonable alternatives to the current approach. (1) For instance, are there certain tasking areas that should remain together because of their logical, overlapping or supporting relationships, because of the required labor categories and/or skills, or because of other factors? (2) Are there tasking areas that are clearly unique or distinct from the others? (3) Are there certain geographic areas that should remain together or be separated because of their commonalities or distinctness, respectively, to other locations? (4) Would organizing the geographical scope of the contracts on a CONUS / OCONUS, regional or other basis achieve any of the Army's objectives? b. Please identify any reasonable alternatives for organizing, competing and administering the follow-on TSS contracts that would allow more prime contractor to participate in the competition. c. Please identify any reasonable alternatives for organizing, competing and administering the follow-on TSS contracts that would expand prime or subcontracting opportunities for small businesses. d. Please identify any reasonable alternatives for organizing, competing and administering the TSS contracts that would enable the Army to achieve any of the other objectives identified above or other beneficial objectives. e. Please review and provide comments/suggestions on the PWS to identify any inconsistencies or areas that need additional information in order to allow maximum participation by industry. f. The government seeks new and innovative suggestions regarding the approaches to accomplishing the PWS, both in terms of the end results of the services, and in terms of saving money. The Government will be providing a briefing session beginning at 10:00 AM-11:30 AM EST on Tuesday, February 10, 2015 at the Transportation Museum, 300 Washington Blvd., Newport News, VA 23604. This briefing session will include an overview of the TSS-E mission and address general questions submitted by industry. Participation is not mandatory. Interested sources MUST register by contacting Sheila Hill, Contract Specialist at sheila.a.hill.civ@mail.mil. no later than 10:00 AM EST on Friday, February 6, 2015. Number of attendees per company should be limited to a maximum of two (2). Input in regard to the proposed acquisition strategy must be submitted via electronic mail to Ms. Sheila Hill at sheila.a.hill.civ@mail.mil. no later than 4:00 PM EST on Friday, February 13, 2015. If possible, we will attempt to answer general questions at the TSS-E Acquisition Brief. Consideration of all input and questions will be given and incorporated into any resulting solicitation. The government does not intend to provide detailed responses to PWS questions until after release of any resulting solicitation. THE DRAFT PWS is attached. MICC-Fort Eustis anticipates issuing the solicitation on or about the fourth quarter FY15.
