- U.S. Department of Transportation, Federal Railroad Administration (FRA) Request for Proposal (RFP) Number DTFR5315R00102 - FRA Railroad Safety Advisory Committee (RSAC) Meeting(s) Minutes Recorder Services requirement This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U. S. Department of Transportation, Federal Railroad Administration, Office of Railroad Safety has a requirement for FRA Railroad Safety Advisory Committee (RSAC) Meeting(s) Minutes Recorder Services. The Railroad Safety Advisory Committee (RSAC) is a formal Federal Advisory Committee that was established in 1996 to provide an active forum for advice and recommendations to the Federal Railroad Administrator on railroad safety issues, including security. The RSAC is chartered by the Secretary of Transportation and is bound by the requirements of the Federal Advisory Committee Act (FACA). All segments of the railroad industry with an interest in the Federal Railroad Administration's (FRA) regulatory agenda are represented on the RSAC. Consequently, all of FRA's principal customers have a direct role in shaping the Agency's regulatory program. The RSAC forum promotes the cooperative discussion by railroad management, railroad labor, FRA, Federal Transit Administration, hazardous materials shippers, public ridership interests, and private shipper interests to address railroad safety problems. RSAC identifies and reports regulatory options and recommendations to the FRA Administrator. The RSAC is composed of 54 voting representatives from 31 member organizations, representing various rail industry perspectives. In addition, there are non-voting advisory representatives from the agencies with railroad safety regulatory responsibility in Canada and Mexico, the National Transportation Safety Board, the Federal Transit Administration, and other rail-interest groups. The diversity of the Committees ensures the requisite range of views and expertise necessary to discharge their respective responsibilities. The full RSAC meets approximately three times a year. The RSAC Working Groups, Task Forces, and Task Groups may meet monthly. The Contractor may be requested to attend the full RSAC-, RSAC Working Group-, RSAC Task Force-, or RSAC Task Group meetings at least two times a month. There may be approximately 25-35 meetings per year, each requiring meeting minutes. Meeting minutes must be kept of the full RSAC proceedings, and are part of the RSAC legal dockets that form the basis for new regulations. Minutes must also be kept of each RSAC Working Group-, RSAC Task Force meeting, to enable a review of RSAC activities by FRA, the U.S. Department of Transportation, the Office of the lnspector General, and the U.S. Government Accountability Office. The Contractor shall record notes and prepare the minutes for the full RSAC-, RSAC Working Group-, RSAC Task Force-, and RSAC Task Group meetings, as requested. On average, there will generally be at least two RSAC-related meetings per month. Full RSAC meetings are one day in length. R SAC Working Group- and RSAC Task Force meetings are usually two days in length, but can be three days in some circumstances. Task Group meetings are usually one day, but may be for only a few hours The anticipated contract shall be a Firm-Fixed Price contract with a Base Year and four (4) potential option years in accordance with requirements set forth in the Statement of Work included herein..
