Description
Sources Sought: Development of Web Services for the Auto Scan and Tracking System (ASTS ) property management system. Solicitation Number: W9124R15T0116 The Mission and Installation Contracting Command (MICC) - YPG is seeking to identify contractors that may be interested in and capable of providing the below solution. The MICC-YPG is seeking a technical solution to create Web Services for the ASTS system currently deployed at YPG. 1.General Requirements: a.The Web Services will be based on industry standard protocols. b.Information Assurance: Ensure that the ASTS Web Services are STIG compliant (especially around certificate requirements). c.Data Sharing: Ensure that the Web Services can be quote mark registered quote mark and/or quote mark published quote mark under a 3rd-party Enterprise Service Bus Software (ESB) software (e.g., Carbon, Mule, etc.) at YPG. d.Create Web Services as an initial step to prove out feasibility within the YPG IT environment that will provide a listing of (based on input parameter): i.All test assets where the user is designated the quote mark primary owner quote mark and/or quote mark maintainer. quote mark ii.All assets that are operational or undergoing maintenance. iii.Asset ID 1.when was it used last, 2.where is the asset's physical location, 3.forecast of their availability dates, 4.display maintenance history (what specific maintenance was performed), 5.indicate the last location used in support of test (this may not be available in core ASTS software). e.While it is difficult to predict the number of use cases needed to prove out the ASTS web service, some additional use cases of medium complexity may be required. Additional requirements will be identified once initial Web Services are proven feasible as described in 1.d above. Interested vendors shall provide a capabilities statement based on the above requirements. In addition, the capabilities statement shall address the following: (1) Identify all socio-economic categories that apply to your company (i.e. small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business). (2) Has your company provided this type of equipment/solution in the past to any other Government agency? If so, please provide contract number, name of government agency, amount of award and date award was made. (3) What is a typical delivery schedule for this capability? (4) Identify if any subcontracting opportunities exist for this requirement. If applicable, what specific portion of the requirement would you elect to subcontract? What percent of the total contract effort does your organization normally subcontract? The MICC-YPG does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted, nor will respondents be notified of the MICC-YPG review of the information received. The information obtained from this sources sought will be utilized as market research purposes. This Sources Sought Synopsis is issued for maximizing competition. Should anything in the requirement be construed as limiting competition, please feel free to contact the MICC Special Competition Advocate (SCA) at dean.m.carsello.civ@mail.mil. Interested sources shall provide their capabilities statement no later than 12:00 PM (NOON) Mountain Standard Time (MST) on March 12, 2014.
