- Request for Information Re: D ata showing certain characteristics of selected NFIP policyholders' The government does not intend to award a contract on the basis of this request for information. This is not a request for proposals, nor a guarantee for a future solicitation. This is an exploratory request for information purposes only. The Government Accountability Office (GAO) was requested to review options that may exist to identify property owners that might experience difficulty with potential NFIP premium rate increases under the Biggert-Waters Act, as amended. Specifically, we plan to examine the number of policyholders who might be eligible for assistance using selected eligibility approaches. Because the NFIP policyholder database does not collect information or characteristics of policyholders' ability to pay, GAO may need to procure affordability data from commercial sources to conduct necessary analysis to satisfy the Congressional request. Objectives GAO asks for information showing certain characteristics of selected NFIP policyholders' ability to pay for flood insurance premium from commercial source. This data, which NFIP does not collect, will include income and household size. The data must enable GAO to analyze income-based means testing for selected NFIP subsidized policyholders. Additional affordability characteristics, such as residual income, property value, and asset/wealth may be an option. Scope To allow matching of data with selected NFIP policyholders, GAO would provide to the contractor the full name and address of selected NFIP policyholders. The contractor would be required to match the NFIP policyholders' full name and address information to the following requested data elements: •· Adjusted gross income •· Household size •· Residual income (optional) •· Property value (optional) •· Asset or wealth (optional) The corresponding data of selected NFIP policyholders should be the most current data or cannot be before September 30, 2013. This data would need to be provided in an electronic data file, the format to be determined by GAO and the contractor, with the following information to GAO: adjusted gross income and household size for 2,000 NFIP policyholders' identified by GAO. The contractor would have to identify the source of the data and methodology used to check data reliability, and include any information about known limitations of the data and assessments of data reliability. The contractor would also have to identify any NFIP policyholders that the contractor was unable to match. The contractor would also be asked to provide up to 40 hours of services to clarify data analysis and interpretations and to review sections of the draft report that describe data collection and verification methodologies.
