Description
The Coast Guard is consolidating its two Communication Area Master Stations into a single Communications Command (COMMCOM) and is removing the manpower from its Communication Stations (COMMSTAs) and CAMSPAC. As result, the Coast Guard must implement automated security and environmental monitoring of these unmanned facilities. This document establishes the requirements for a Contractor to provide a turnkey Intrusion Detection System (IDS), Closed Circuit Television (CCTV) recording capability, tower lighting monitoring, and environmental monitoring systems to be installed at the USCG communications facilities located in Forestdale, MA; Virginia Beach and Chesapeake, VA; Miami, FL, Belle Chasse, LA; Pt Reyes and Inverness, CA; and on the island of Oahu, HI. The US Coast Guard requires the Contractor to design, integrate, install, test, and maintain a Commercial-off-the Shelf (COTS) system to provide continual intrusion detection surveillance, environmental monitoring, and tower lighting monitoring at each of the communications facilities. The intrusion detection, tower lighting, and environmental monitoring system is required to be remote communicated over a contractor provided commercial internet to a system central control console at the COMMCOM operation center for monitoring of all facilities. The control console is required to provide audio and visual alerts to the Coast Guard watchstander. In addition, the system is required to simultaneously send alerts to local police and fire departments and other Coast Guard organizational elements as appropriate. The system shall be standalone from the existing Coast Guard network infrastructure, scalable, and include HSPD-12 compliant Electronic Access Control System. A Closed Circuit Television (CCTV) surveillance system is required to record and store video for up to 30 days, but video is not required to communicatebe remotely to the COMMCOM control console. The scope of work to be performed includes furnishing all materials, tools, equipment, transportation, supervision and performing all labor and tasks necessary and incidental to designing, installing, testing and maintaining the system(s) as per this statement of work to include extension where necessary of backup electrical power drawn from facility generators. Following acceptance, the Contractor will support the installations with a service maintenance agreement that is implemented by four (4) 12-month contract option periods. The Contractor's work includes, but is not limited to, the following: A. Research COTS products and develop detailed designs. B. Perform complete installation of systems, subsystems, electric power and components, including engineering necessary interfaces with new equipment. Unless otherwise noted, this shall include the provision of all new components, consumables, disposables, and standard hardware by the Contractor, as necessary to complete the installation. C. Remanufactured or "gray market" items are not authorized. D. Provide technical data, software, and samples as required. E. Perform system operation and verification testing (SOVT). F. Provide training to operations, administration, and security staff in the usage, troubleshooting, and administrative maintenance of all new systems. G. Prepare and conduct configuration control of as-built drawings, material and process specifications, and all other engineering, design and manufacturing information required to present final as-built design of the work as developed and approved. H. Provide preventative and corrective maintenance as required. I. Replace obsolete or failed components as necessary to sustain intended operations. The Office of CG-9121 is looking for qualified 8(a) candidates to make themselves known to the provided POC's for the possibility of future solicitation/award. Qualified contractors shall, on demand, be able to provide quantifiable past performance on like size/scope projects within the DHS/DoD.
