Description
M28B2 Percussion Primer Market Research The U.S. Army Contracting Command-Rock Island, Rock Island, IL 61299-0001 on behalf of the Office of the Project Manager Combat Ammunition Systems, is conducting market research to identify potential sources capable of the manufacture of the M28B2 Percussion Primer, NSN 1390-00-825-1370. The Government intends to award a single Firm Fixed Price (FFP) Indefinite Delivery/ Indefinite Quantity (IDIQ) contract with five (5) ordering periods to cover FY17-FY21 requirements. The maximum estimated quantity is 1,330,000 for all five ordering periods. This requirement will be restricted to the National Technology and Industrial Base (United States and Canada) under 10 USC 2304(C)(3). The M28B2 Percussion Primer is used on 105mm artillery cartridges. The percussion primer assembly is pressed into the base of the cartridge case. The percussion primer assembly consists of a percussion ignition element and a steel perforated flash tube containing black powder. The impact of the weapon firing pin results in the initiation of the percussion primer which, in turn, ignites the black powder in the flash tube. The flash tube provides for uniform ignition of the propelling charge producing a rapid expansion of the propellant gas, which propels the projectile out of the weapon tube. A Technical Data Package (TDP) is not currently available for this announcement; however, one will be made available should a formal Request for Proposal (RFP) be released at a later date. To be considered as a capable source for this effort, interested parties must be able to produce up to 25,000 each of the M28B2 Primers per month and provide the information requested below: a)Name of Company, address and contact information b)Company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). c)CAGE code, if available. Please note all contractors interested in this potential future solicitation must be registered in the System of Award Management. d)Manufacturing experience directly related to the M28B2 Primer or similar items. e)A brief summary of the company's capabilities, to include a description of facilities, equipment, technical skills/abilities and personnel experience as it relates to the above. f)Estimated minimum and maximum monthly production capacities and the minimum procurement quantity required for economical production. g)Description of the existing production Quality Assurance System (QAS). h)Any additional information you feel may be useful to the Government if it chooses to go forward with a request for proposal (RFP). This market research is for planning purposes only and shall not be construed as a RFP or as an obligation on the part of the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this market research or otherwise pay for the information provided. Participation in this effort is strictly voluntary. Please identify any proprietary information submitted. All submissions are requested to be made within 30 calendar days from the date of this publication at no cost to the U.S. Government.
