Description
The Mortar Weapon Component Request for Proposal (RFP), W15QKN-15-R-0014, shall be released in three (3) Parts as follows: 1) Part 1 will consist of DRAFT versions of Section B, Section C and a Pricing Chart (Attachment 0008). A link to the Federal Business Opportunities (FBO) website for instructions to obtain the Technical Data Packages (TDP) in DRAFT form only will also be provided. Part 1 will provide offerors with an opportunity to review and become familiar with the total requirements (Section C and TDPs) and related pricing schedules (Section B and Pricing Chart). These documents shall be available for a period of approximately 60 calendar days. These documents are intended to be part of the final RFP; however, they are DRAFT ONLY and are not binding on the Government. The Technical Data Packages (TDP) are marked Distribution D or C. Disclosure and use of the TDPs are restricted by the Non-Disclosure and Non-Use Agreement (NDA) that the offeror is required to execute prior to accessing the TDPs. An offeror under this solicitation, by submitting a proposal, certifies that if awarded a contract, all items being procured will be manufactured exclusively within the United States or its Territories and also agrees that any failure to have the items so manufactured will be a material breach of the contract. The offeror shall not reproduce, duplicate or copy the TDP, or any portion thereof, except to the extent necessary for, and then only in connection with the preparation and/or submission of proposals related to this procurement being affected by the United States Government. This also applies to distribution of the TDP to all SUBCONTRACTORS at every level. To be eligible to gain access to export controlled TDP, you must have a current DD 2345 Militarily Critical Technical Data Agreement, an NDA, AMSTA-AR Form 1350 Technical Data Questionaire, and a SF-LLL Disclosure of Lobbying Activities (See Attachments). To obtain DD 2345 certification, go to http://www.dlis.dla.mil/jcp/, click on documents, and follow instructions provided. Processing time is estimated at three days after receipt.. Once the above mentioned forms are completed and verified, the Offeror shall e-mail the below point of contact in order to obtain access to the TDP's. Army Contracting Command - New Jersey (ACC-NJ) ACC-NJ-CA Thomas Howes thomas.d.howes2.civ@mail.mil 2) Part 2 is expected to be released within approximately 15 calendar days. At that time, the Government intends to release DRAFT versions of Sections A through K of the RFP. Part 2 will provide all necessary Clauses and Provisions to be included in these Sections. As with Part 1, this Part 2 is DRAFT only, and the Government reserves the right to cancel, edit, or amend any of these Sections at any time. 3) Part 3 is expected to be released within approximately 30-60 calendar days and will constitute the complete and final version of the RFP. Part 3 will include Sections L and M which shall provide all necessary instructions for submitting a proposal to the Government and information as to how that proposal will be evaluated. Again, following the release of Part 3, the Government reserves the right to cancel, edit, or amend any RFP Section prior to the final date for submission of proposals. The Government is not soliciting any proposal submissions in response to the DRAFT Sections of the RFP that will be released with Parts 1 and 2. The final date for submission of proposals will be included in the Final RFP released as Part 3.
