- On behalf of the Baltimore National Cemetery, the National Cemetery Administration, Stafford, Virginia intends to award a firm-fixed price contract for Uniform Rental Services, for a base period and four, one year option periods. This notice does not constitute a request for proposal, request for quote, or invitation for bid. The Request for Proposal will be issued on or about February 23, 2015 for Uniform Rental services to include the following: CLINDESCRIPTION 0001Wage Grade Employees & Foreman: Furnish and deliver 7 sets of uniforms per week to the Baltimore National Cemetery. Each Uniform Set will include 5 shirts, 5 pants and 1 jacket. 0002Wage Grade Mechanic: Furnish and deliver 1 set of uniforms per week to the Baltimore National Cemetery. Each Uniform Set will include 5 shirts, 5 pants and 1 jacket and 1 coveralls. 0003GS Employee: Furnish and deliver 1 Set of uniforms per week to the Baltimore National cemetery. Each Uniform Set will include 3 pants and 3 shirts 0004Wipers: Furnish and deliver 25 wipers (shop towels) per week to be used in cemetery maintenance shop. The following Statement of Work is provided: The Contractor shall furnish all supervision, labor, equipment, materials, supplies, and transportation necessary for laundry and weekly delivery of rental uniforms and wipers (shop towels) to the Baltimore National Cemetery, 5501 Frederick Ave, Baltimore Maryland, 21228. A1. GENERAL REQUIREMENTS (a)The contractor shall furnish (F.O.B. Destination within consignee's premises), all supervision, labor, equipment, materials, supplies and transportation necessary to provide wipers(shop towels) and uniforms for wage grade and GS employees located at Baltimore National Cemetery, 5501 Frederick Ave, Baltimore, Maryland, 21228 (b)Contractor shall provide each wage grade employee with 5 changes of uniforms per week and will replace worn-out items at no additional charge. (c)Contractor shall provide each GS employee with 3 changes of uniforms per week and will replace worn-out items at no additional charge (d)Uniform Fabric & Material: Pants, shirts, and coveralls shall be 65% polyester 35% cotton blend. Jackets shall be of heavy duck material with quilted lining. All uniforms shall be freshly cleaned, pressed and repaired. GS Employee is required to wear Dark Grey Dress Slacks and White Collared shirts. Wage employees are required to wear blue pants and light blue shirts. Foreman is required to wear khaki pants and green shirts. Jackets and coveralls shall also be blue and affixed with patches same as shirts. (e)Name tags (Supplied by Contractor): All Wage Grade and Foreman uniforms will have name emblem (FIRST NAME) above right pocket. Blue patch, sewn-on and outlined in gold with name in gold sewn on the patch. Patch is then sewn onto the uniform. Size of nametags is 1inch X 3 inch (f)Name Patch (Supplied by Contractor): Baltimore National Cemetery patch shall be sewn above left pocket. Blue patch, sewn-on and outlined in gold with name in gold sewn on the patch. Patch is then sewn onto the uniform. Size of nametags is 1inch X 3 inch (g)NCA Caretaker Patch (Supplied by Contractor): NCA Caretaker patch shall be sewn on upper left arm. Patch is then sewn onto the uniform. Artwork will be provided to vendor upon award. Caretaker patch is round and measures 3 inches across. (h)American Flag Patch (Supplied by Contractor): American Flag patch shall be sewn on upper right arm. Patch will be sewn onto the uniform. Size of Flag Patch will be standard size for a uniform sleeve. (i)Cleaning and Repair of Uniforms: The Contractor is responsible for the cleaning or laundering of uniforms and protective clothing and repairing of them when damage results from "normal wear and tear". Contractor shall inspect all garments for minor tears, seam flaws, missing buttons, loose emblems, etc., prior to uniforms being returned. (Note: Normal wear and tear is defined as "the physical deterioration which occurs in the normal use for which the garment is intended, without negligence, carelessness, accident or abuse of the garment by the employee). (j)Uniform Replacement: Uniforms shall be automatically replaced when they become worn through use or when a size change is necessary. There shall be no additional charge for uniform replacement or changing from one size to another. Annual Replacement of White Business shirts for GS Employee (k)Uniform Inventory Listing: The Contractor shall establish a uniform inventory listing by individual employee along with type, size and pieces issued. Contractor shall adjust uniform allocations based on employee turnover by removing uniforms when an employee leaves and outfitting new employees as they are hired. The outfitting of any new employee must be coordinated through the VA COR. A2. UNIFORM ALLOCATION (a) The Contractor shall be responsible for furnishing an initial eight (8) wage grade employees with uniforms to include pants, shirts, and jackets and coveralls for one (1) mechanic as follows: (i)Six (6) wage grade employees are required to wear blue pants and light blue shirts. Jackets shall also be blue. Each wage employee shall receive the following uniform garments: "11 light blue shirts (6 short sleeves, 5 long sleeves) "11 blue pants "2 blue jackets (ii)One (1) wage grade employee (Foreman) is required to have green shirts and khaki pants. Jacket shall also be blue. The Foreman shall receive the following uniform garments: "11 green shirts (11 short sleeve) "11 khaki pants "2 blue jackets (iii)One (1) wage employee (Mechanic) is required to wear dark blue shirts and blue pants. Jackets and coveralls shall also be blue. Mechanics shall receive the following uniform garments: "11 blue shirts (6 short sleeves, 5 long sleeves) "11 blue pants "2 blue jackets "2 blue coveralls (iv)One (1) GS Employee is required to wear white collared shirts and dark grey dress slacks. GS Employees shirts will have no emblems or patches on them. The GS Employee will receive the following uniform garments: "6 White Collared shirts (3 short sleeve, 3 Long sleeves) "6 Dark grey dress slacks (b)The number of employees covered by this contract may increase or decrease at any time (i.e., new / temporary hires, dismissals, retirements, etc.). If employees are added to or deleted from the contract, the unit cost per employee shall remain the same. Accordingly, weekly costs shall be adjusted based on the number of uniforms provided at the unit cost per employee indicated in the Price Schedule. Except as this contract may otherwise provide, if the Government's requirements result in changes to the estimated quantities stated in the contract, that fact shall not constitute the basis for an equitable price adjustment. (c)Delivery Schedule: Uniforms must be delivered and picked up on the same day of each week between the hours of 8:00 a.m. and 4:00 p.m. local time. Any deviation to this day, due to holiday, weather, etc. shall be coordinated and agreed upon with the Contracting Officer's Representative (COR) with at least 24 hours advanced notice prior to delivery of uniforms. (d)Upon arriving at the cemetery, the contractor will report to the Administration building. All uniforms must be separated by name of employee and will be hung on uniform rack provided by cemetery. Contractor shall provide a bin for placement of soiled uniforms. The Government will Award a contract to the responsible offeror whose proposal conforms to the requirements, as stated, in the solicitation. Award will be made on an all or nothing basis. The requirement is 100% Set Aside for Small Business. The North American Classification System (NAICS) codes for this acquisition are 812331, with a small business size standard of $32.5 million and 812332, with a small business size standard of $38.5 million. Please ensure the aforementioned NAICS code is incorporated into your current System for Award Management (SAM) profile at www.sam.gov. The Government will consider quotes from all responsible sources who meet the government's requirement, as set forth in the solicitation. All responsible vendors must be registered in the System for Award Management (SAM) and verified as a small business, prior to Award. The solicitation and all Amendments will be posted on the Federal Business Opportunity (FBO) website https://www.fbo.gov. No paper copies will be issued.
