- Description
- The Department of Commerce, NOAA, National Data Buoy Center (NDBC), has a requirement to purchase the following Tropical Atmosphere Ocean Array (TAO) buoy hulls and inserts in support of the NDBC's TAO buoy network in the Pacific Ocean: (1) Fifteen (15) each fiberglass/urethane foam buoy hulls; (2) Three (3) each ATLAS pC02 fiberglass over foam buoy hulls; and (3) Ten (10) each stainless steel buoy inserts. The required delivery time for all of the items identified above is 90 calendar days after receipt of order. The Government anticipates awarding an all or none firm fixed price contract to the responsible offeror who submits an offer conforming to the solicitation and is most advantageous to the Government, price and other factors considered. The Government intends to award a Lowest Price Technically Acceptable (LPTA), firm fixed-price contract on an all or none basis. The solicitation will be competed as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. This set-aside is only for companies that are classified as Service Disabled and does not apply to Veteran-owned small businesses. Service Disabled Veteran Owned Joint Ventures - SDVOSB firms may Joint Venture with other small businesses as long as when combined with all affiliates, the Joint Venture meets the Size Standard requirement. In addition, the Joint Venture must have a written agreement that specifically names the SDVOSB as the managing venturer, and states that not less than 51% of the net profits will be distributed to the SDVOSB. The North American Industry Classification Code System (NAICS) code for this procurement is 325211 and the size standard is 750 employees. All responsible and fully responsive SDVOSB companies may submit a proposal which will be considered by the agency. A Request for Quote (RFQ) solicitation will be made available for download on or about February 13, 2015 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. Interested parties should use the FedBizOpps ["Add To Watchlist"] and ["Add Me To Interested Vendors"] features which provide a notification when the RFQ becomes available for download. These features also inform interested parties of all postings of information associated with this solicitation thereafter. Each potential offeror is responsible for checking the FedBizOpps website to gain all current information related to the solicitation. Hard copies of the RFQ will not be issued. Electronic submission of the contractor's proposal is hereby authorized, but must be transmitted by the posted response date and time. The solicitation and any further announcements regarding the solicitation will be posted only at http://www.fedbizopps.gov/. The estimated response due date is February 27, 2015 ; however, the actual date offers are due will be stated within the solicitation documents. All responsible sources may submit a quote, which shall be considered by the agency. All vendors doing business with the Government are required to be registered with the SAM. NO award shall be made unless the vendor is registered in SAM.
