Description
Strategic Systems Programs (SSP) intends to issue a sole source solicitation for a base (FY16) plus four option years (through FY20) for engineering support of the Trident Weapon Flight Test Operations and Spectrum Allocation and Frequency Assignment support for Flight Test Instrumentation (FTI). The contractor will also provide specialized technical engineering services to operate and maintain spectrum allocation and frequency assignment database using SSP's Spectrum XXI system for all of the radio frequency transmitters under the control of SSP. SSP intends to enter into this agreement with JRC Integrated Systems, Inc., Washington, DC 20003. JRC is the only known vendor with the required expertise and JRC is a Service-Disabled-Veteran-owned Small Business (SDVOSB) concern. Per FAR 19.1406(a), a contracting officer shall consider a contract award to a SDVOSB concern on a sole source basis (see 6.302-5(b)(6)), before considering small business set-asides (see 19.203 and Subpart 19.5) provided none of the exclusions of 19.1404 apply. The contracting officer has determined none of the exclusions apply. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
