- MARKET RESEARCH PURPOSES ONLY NOT A REQUEST FOR PROPOSAL OR SOLICITATION The U.S. Food and Drug Administration (FDA), is conducting market research to support the National Center for Toxicological Research (NCTR) requirement for construction of new potable water well system. The FDA is seeking small business sources to determine the availability and capability of small businesses to perform the construction work described herein. Other than small business concerns are also encouraged to submit capability statements. The following information is provided to assist the FDA in conducting Market Research to identify potential contractors for this effort: The associated North American Industry Classification System (NAICS) Code is-237110- Water and Sewer Line and Related Structures Construction; Small Business Size Standard is $36.5 million. The Food and Drug Administration (FDA), National Center for Toxicological Research (NCTR) requires construction of new potable water well at the Jefferson Lab Campus in Jefferson AR. The work to include: Drill Test Hole/Test Well in order to identify the depth and thickness of a suitable ground water formation for an 800 GPM water supply production well to be constructed at the test site. The test hole/test well is to be approximately 1000' with a 16" hole, 12" casing and 8" pump. Once a suitable ground water formation for an 800 GPM water supply has been located and the Arkansas Department of Health has given their permission to proceed with the construction of Well #1, the design engineer will provide the construction documents to construct Well #1. The Contract to include supplying electrical connections, control wiring, and installation of 10" C900 PVC from New Well #1 to existing water supply line from Well #14 with a gate valve installed to shut off supply from Well #14. This shall be completed in accordance with all state regulation (Arkansas Department of Health) and forthcoming construction documents. The contractor shall be licensed in the State of Arkansas. Contractor must be able to start work immediately from the notice to proceed with a period of performance of 240 calendar days. Project magnitude is between $500,000 and $1,000,000. Firms believing they can meet the requirements above shall furnish sufficient technical information necessary for the Government to conclusively determine the experience and qualifications of the firm for the above project. Respondents shall limit their capability statements to no more than ten (10) pages, excluding cover page and table of contents. At a minimum, responses shall include the following: • Capability statements must provide detailed references and experience similar to the work described above performed by the contractor in the last three (3) years. Capability statements shall provide substantive and verifiable past performance information within the last three (3) years in which the offeror has provided same or substantially similar work within the magnitude of construction set forth above. For each past performance reference provide description of work, contract value, customer name and point of contact, customer address, customer telephone number, customer email address, and any other information to demonstrate qualifications. Indicate if the firm was the prime contractor and installer or subcontractor. Cover page shall include, at a minimum, Business name, DUNS number, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB, LB), point of contact name, mailing address (if different from business address), phone number, and email address. • Capability statement shall provide proof of bonding capability (note magnitude of construction above). • If a large business, identify the subcontracting opportunities that would exist for small business concerns; • Standard commercial warranty and payment terms; and • Though this is not a request for quote, informational pricing is encouraged. The government is not responsible for locating or securing any information, not identified in the response. The Government encourages any comments and/or suggestions from any interested party, regarding the specifications. While the Government will not respond directly to your comments and/or suggestions; we will consider them as we finalize the specifications in preparation for the forthcoming solicitation. Notice of Intent Responses to this sources sought announcement will assist the Government in determining whether or not any future requirement similar to this one should be set aside for small business, made available to full and open competition or procure through sole-source acquisition procedures.
