- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is being issued as a Request for Quote (RFQ). Proposals are being requested and a written solicitation will not be issued. Provisions and clauses in effect through FAC 2005-79 are incorporated into this RFQ. This solicitation is not issued as a small business set-aside. All responsible firms may submit a quotation for consideration. The provision at 52.212-1, Instructions to Offerors-Commercial applies to this acquisition. Quoters are advised that a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, should be submitted with its quote. Contract clauses 52.212-4, Contract Terms and Conditions-Commercial Items, and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition. Applicable FAR clauses will be incorporated at time of award. OBJECTIVE: The National Science Foundation (NSF) intends to procure meeting space, sleeping rooms, food, refreshments, and audio visual equipment of a high-quality facility for the 2 day Improving Undergraduate STEM Education (IUSE) Panel Meeting to be held March 19-20, 2015. The meeting space will be required all day Thursday and Friday. The facility must be located within a radius of 15 miles centered on the Washington Metropolitan Area and within a 10 minute walking distance from a Metro station. MEETING SPACE REQUIREMENT: The facility must provide the following spaces: One (1) large general session meeting room that can accommodate up to 150 attendees when configured for a theater seating set-up on all meeting days. This large session meeting room must be available at 7-9am Thursday morning and 10am-12pm Friday afternoon. Twenty-Three (23) break-out group meeting rooms that can each accommodate up to 6 participants/ 6 laptops when configured for a conference room set-up. 7 chairs are needed in each room. The rooms should be easily accessible from the large general session meeting room. All of the meeting space above is to only be utilized by NSF for the duration of the panel meeting. Access should be provided to the rooms through 8p.m. on Thursday night; 1 p.m. on Friday; Assistance is required on the first and last day of each seminar with loading and unloading heavy boxes of materials. All applicable fees must be included. SLEEPING ROOMS REQUIREMENT: The facility must provide (or have access to) up to 138 single, private rooms with private baths for the first two nights of the Panel Meeting (Wednesday and Thursday) Checkout Friday. All lodging rooms must be at the same location as the conference facility. Internet connection is required in sleeping rooms. Participants will be responsible for paying for their own sleeping rooms; therefore a sleeping room block is needed. All applicable fees must be included. AUDIO VISUAL REQUIREMENT: Large general session room requirements: one (1) overhead projection screen; one (1) LCD projector configured for use with an NSF-provided laptop; one (1) podium with one (1) podium microphone and one (1) wireless microphone; one (1) portable, hand-held, wireless microphones; and, wireless internet connection needed each day. All applicable fees must be included. Break-out room requirements: Wireless internet connection needed each day; one (1) flip chart with pad required in each room. All applicable fees must be included. NSF will be utilizing an outside contractor to handle computer setup. The hotel shall ensure that all materials, services, products and electronic information and technology provided under this contract are in compliance with Section 508 of the Rehabilitation Act of 1973. All applicable fees must be included. FOOD REQUIREMENT: On day one, morning and afternoon light refreshments are needed for 138 participants. On day two, only morning light refreshments are needed for 138 participants. The cost of the AM/PM break combined cannot exceed $25 per person, per day, inclusive of ALL fees. NOTE: Pursuant to the National Science Foundation Authorization Act of 1988, NSF may use appropriated funding for special activities which includes meals and beverages. BASIS OF AWARD: Award will be made to the lowest priced, technically acceptable offeror. SUBMISSION OF QUOTES: Please email your quotes to jgosey@nsf.gov no later than February 25, 2015 at 4:00 pm, EST. By submission of a quotation, the Quoter, if a Corporation, certifies to the attached provisions regarding tax liability and felony convictions. NSF 210 - CERTIFICATION REGARDING UNPAID FEDERAL TAX LIABILITY (OCT 2014) Prescription for inclusion: Include in all solicitations exceeding the Micro-purchase threshold issued on or after October 1, 2014 (Ref: NSF FY 2015 Appropriations Act) a. By submission of a proposal or quotation, the Offeror/Quoter, (if a Corporation), hereby certifies (based on the submission of their quote or proposal), that the Corporation does not; 1) Have any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, or b. If the Offeror/Quoter cannot certify to the above, but can provide with their proposal or quotation information/documentation to show that an agency has considered suspension or debarment of the Corporation and has made a determination that this further action is not necessary to protect the interests of the Government, then the Offeror/Quoter (if a Corporation) may be further considered for award. The contractor's inability or unwillingness to certify to 1) above, or provide the information described in b. above shall render the contractor's quote or proposal ineligible for award. (End of Provision) NSF 215 - CERTIFICATION REGARDING FELONY CRIMINAL CONVICTION UNDER FEDERAL LAW (OCT 2014) Prescription for inclusion: Include in all solicitations exceeding the Micro-purchase threshold issued on or after October 1, 2014 (Ref: NSF FY 2015 Appropriations Act) a. By submission of a proposal or quotation, the Offeror/Quoter, (if a Corporation), hereby certifies (based on the submission of their quote or proposal), that the Corporation was not; 1) Convicted of a felony criminal violation under any Federal law within the preceding 24 months, or b. If the Offeror/Quoter cannot certify to the above, but can provide with their proposal or quotation information/documentation to show that an agency has considered suspension or debarment of the Corporation and has made a determination that this further action is not necessary to protect the interests of the Government, then the Offeror/Quoter (if a Corporation) may be further considered for award. The contractor's inability or unwillingness to certify to 1) above or provide the information described in b. above shall render the contractor's quote or proposal ineligible for award.
