- Pursuant to Federal Acquisition Regulation (FAR) Subpart 6.302-1, the U.S. Nuclear Regulatory Commission (NRC), Office of Nuclear Regulatory Research (RES), intends to issue a sole source award to The University of Texas at Austin (UTA), 110 Inner Campus Dr., Austin, TX 78712-3400, for the acquisition of Research in Site Response Analysis for Seismic Hazard Studies at Nuclear Facilities. The purpose of this acquisition is to modify the STRATA software to incorporate frequency-dependent material properties and the material shear strength into site response analyses, to include frequency-dependent shear modulus and damping analysis options; and, to conduct research that will continue development of open-source numerical analysis tools to support independent review of applications using RVT based methods. The anticipated period of performance will be for 36 months. The applicable North American Industry Classification System (NAICS) code for this acquisition is 541712 "Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology)" and a size standard of 500 employees. The Government intends to solicit and negotiate directly with the University of Texas at Austin, and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement. Additionally, in order to perform work for the NRC, potential sources must be free of conflict of interest (COI). A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest and capabilities in writing via email to Karla.Fitz@nrc.gov. No faxed documents will be accepted. If no responsive statements are received by 03/1/2015 at 3:00 PM EST, an award will be made to the University of Texas at Austin.
