- NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT: Under the authority of FAR 6.302-1, it is the Government's intent to award a sole source service contract to OneRain Incorporated to access and download data, which is gathered by the StormLinkTM rain gauges. The data is accessed through a webpage hosted by Contrail Web. The rain gauges were placed as part of an early warning system for communities affected by the Las Conchas fire of 2011. At the time, this was the largest wildfire in New Mexico, burning more than 156,000 acres of forest on the eastern slopes of the Jemez Mountains and the Pajarito Plateau. The loss of vegetation and unstable soil conditions justify the need for immediate action to be taken by contracting for data acquisition for the impending flood events. Anticipated recent heavy rains and anticipated Spring runoffs exacerbated these problems. THIS IS NOT A FORMAL SOLICITATION. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses received within 15 days will be considered. If no affirmative written response is received, the service contract will be awarded without further notice. The U.S. Army Corps of Engineers Albuquerque District (SPA) intends to award a contract for the to procure the ability to access and download data, which is gathered by the StormLinkTM rain gauges. The data is accessed through a webpage hosted by Contrail Web. The rain gauges were placed as part of an early warning system for communities affected by the Las Conchas fire of 2011. At the time, this was the largest wildfire in New Mexico, burning more than 156,000 acres of forest on the eastern slopes of the Jemez Mountains and the Pajarito Plateau. The fire left large areas of the forest with major vegetation losses and soil conditions that may repel water. Until the forest recovers, these conditions and the steep, rugged slopes in these watersheds combine to create a risk of landslides and flash flooding that in turn can create catastrophic risks to life and property in the communities and public facilities located downstream of the burned areas. Our intent is to award a Sole Source contract to the OneRain Incorporated. Per FAR 6.302-1(b)(1)(i), OneRain Incorporated has inherent knowledge of the webpage hosted by Contrail Web. OneRain Incorporated is the developer and sole distributor of the specific data that meets this unique requirement and the compatibility needs of data being used currently in the Jemez Mountains and the Pajarito Plateau areas. A determination by the Government not to compete this proposed requirement is based upon the fact that OneRain Incorporated meets the requirement as dictated under FAR 6.302-1.
