Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. The solicitation No. VA119A-15-Q-0090 is issued as a Request for Quote (RFQ). This solicitation is being conducted under FAR Part 13, Simplified Acquisition Procedures (SAP), and FAR Part 12, Acquisition of Commercial items. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53 effective August 4, 2011. The NAICS Code is 519130. The Small Business size standard is 500 employees. The Government intends to award a firm fixed price contract on an unrestricted competitive basis to acquire an on-line quarterly Congressional subscription in accordance with the Statement of Work (SOW). Background: The Department of Veterans Affairs (VA), Veterans Health Administration's Office of Congressional and Legislative Affairs (VHA OCLA) is responsible for providing timely and accurate advice to the Under Secretary of Health and senior leadership on Congressional and legislative matters affecting the VHA. Statement of Work: The Department of Veterans Affairs (VA), Veterans Health Administration's Office of Congressional and Legislative Affairs (VHA OCLA)) has a requirement for subscription to an online Congressional information and legislative tracking service. This subscription enables Veterans Health Administration (VHA) to access current information and reports of Congressional activities on a daily and real-time basis. VHA OCLA seeks to subscribe to an online Congressional information and legislative tracking service for 18 licensed users in order to fulfill their role as the principal advisors to the Office of the Under Secretary for Health on Congressional and legislative matters affecting VHA; along with both virtual and on-site product training and support provided by the contractor. The contractor shall provide daily Congressional monitoring services with unlimited access to 18 licensed users. This subscription enables VHA OCLA to access current information and reports of Congressional activities on a daily and real-time basis. Congressional information and legislative tracking service shall include the following functionality: "Congressional legislative tracking; "analysis of pending legislation; "real-time updates on Congressional actions to include Congressional action reports, floor and committee summaries; "Congressional news monitoring and analysis from a variety of sources; "Congressional member and staff directories with up to date contact information; "federal contracting data; "federal budget and appropriations news and information; "Congressional committee reports; "Congressional hearing transcripts and testimony; "profiles of Congressional members; "analysis tools to include analysis of floor votes and amendments, budget and appropriations analysis, and acquisitions analysis; "interactively linked information; "advanced search capabilities; "Congressional calendars; "breaking news stories; "customizable Congressional action alerts; "information search filters; "email alerts; "On-line service shall be available 24/7 with a system availability rate not lower than 98. The Director, VHA will determine which staff member get access to the system. Place of Performance: VHA Office of Congressional & Legislative Affairs Department of Veterans Affairs Washington, D.C. 20420 Base Period of Performance: 03/01/2015 -02/28/2016 The Government anticipates awarding a firm fixed-price contract for a period of 12 - twelve months, with four (4) twelve month options. The subscription will be a web-based service, along with both virtual and on-site product training and support provided by the contractor. Proposal Pricing: The Offeror shall provide pricing for the following Contract Line Item Numbers (CLINs) in accordance with the above Statement of Work: CLIN 0001: 1-Year Subscription to Congressional Quarterly Online (Base Year), Unit Price:___________; CLIN 1001: 1-Year Subscription to Congressional Quarterly Online (Option Year 1), Unit Price:_______; CLIN 2001: 1-Year Subscription to Congressional Quarterly Online (Option Year 2), Unit Price:______; CLIN 3001: 1-Year Subscription to Congressional Quarterly Online (Option Year 3), Unit Price:_______; CLIN 4001:1-Year Subscription to Congressional Quarterly Online (Option Year 4), Unit Price:_______; Total Firm Fixed Price (CLINS 0001 - 4001):___________. Instructions to Offerors: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the quote submitter. The signed offer must be submitted via e-mail to maribel.fratina@va.gov and Kimberly.McLaughlin2@va.gov no later than 2:00 P.M. EST on 02/11/2015. Your RFQ should include at least point of contact names and phone numbers; Factor 3 Price: be sure to carefully address all elements in this RFQ so that your quotation can be fully evaluated. Offers will be evaluated based on Factors 1, 2, and 3 as set forth in above paragraph, and an award will be made to the firm offering the best value to the Government.
