- 1. ACTION CODE: Pre-Solicitation 2. CLASSIFICATION CODE: 48 3. PRIMARY POINT OF CONTACT: Matthew Stein 4. SOLICITATION NUMBER: SPE7LX15X0004 5. DESCRIPTION: Vehicle Parts The subject requirement is for the acquisition of two (2) NSNs. The major FSC of this requirement is: 4820. The Government is pursuing a long-term, Indefinite Quantity Contract with firm fixed pricing for the duration of three (3) base years plus two (2) option years for a potential total of five (5) years, that will provide DLA Direct (Stocked) replenishment coverage in support of military depots. Increments and delivery schedule will be noted on the RFP. Bureau of Labor Statistics (BLS) Index ‐ based on weighted average of the following index. PPI Code: 1149 (Miscellaneous General Purpose Equipment) Unrestricted Other than Full & Open Competition applies. FOB Origin (First Destination Transportation) applies and Inspection at Origin is requested. This solicitation will be available on the Internet at https://www.dibbs.bsm.dla.mil/rfp on the issue date of 03/05/15. Based upon market research, the Government is using the policies contained in FAR Part 13.5, Acquisition of Commercial Items, in its solicitation for the described supplies or services. Military and commercial specifications cannot be provided by DLA Land and Maritime. Hard copies are not available. In order to obtain Technical Data, contractors can refer to the Tech Data tab at https://www.dibbs.bsm.dla.mil. DLA Collaboration Folders (cFolders) https://pcf1.bsm.dla.mil/cfolders/. This system contains Bidsets, Engineering Data Lists (EDLs) and digitized drawings for open BSM-DIBBS procurements after 10/01/2006. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and any other factors as listed in the solicitation. All offers shall be in the English language and in US dollars. All interested suppliers may submit an offer that meets the requirements of the solicitation. The NSNs listed BELOW are the currently approved manufacturers and associated part numbers for these items. While DLA Land & Maritime may have drawings/specifications associated with these items, only the sources listed below are currently approved. These parts must be acquired from the manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application.
