- THIS IS A PRESOLICITATION NOTICE ONLY (as described in FAR 5.204), this is not a solicitation. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. The Department of Veterans Affairs (VA), Office of Resolution Management (ORM) has a requirement for services to deliver Conflict Management and Alternative Dispute Resolution Training to VA Employees (VA senior executives, supervisors, union officials, and employees). ORM is seeking a Contractor to provide experienced conflict resolution trainers, mediation coaches, and a training site for a three-day conflict management and mediation training course (22 iterations), and experienced ADR/conflict resolution trainers to deliver a one-day conflict management and mediation training course at VA facilities (4 iterations). All courses will be delivered in instructor-led, face-to-face settings. The Government will provide the Contractor with all training materials for the three-day and one-day training events, to include PowerPoint presentations, lesson plans, student manuals and handouts, role play scenarios, evaluation tools, and participant rosters/registration information. The training material content covers communication and negotiation skills, diversity in mediation, the mediation process (facilitative and evaluative models), and pre-meditation and post- mediation activities with a focus on achieving resolution. The trainers will deliver this training material provided to them by VA to the participants/ audience. The NAICS code for this solicitation is 541611 and the small business size standard is $15 million. The Government anticipates awarding a single contract for services. All responsible small business sources (under applicable NAICS 541611) may submit a proposal, which if timely received and responsive, shall be considered by this agency. The Government anticipates posting Request for Proposal (RFP) VA119A-15-R-0093 to Federal Business Opportunities (FedBizOpps) on or about February 25, 2015. No solicitation packages will be mailed. Responses should be in accordance with the instructions provided within the RFP. It is the offeror's responsibility to monitor the FedBizOpps website for changes or amendments.
