THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. THE GOVERNMENT WILL NOT PAY NOR REIMBURSE ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST. THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. The Department of Veterans Affairs is seeking a qualified Architect-Engineering (AE) firm to provide Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, As-Built Documentation, and all other related information for Project Number 620-14-106, Rehabilitation of Water Tower at FDR VA Medical Center, 2094 Albany Post Rd., Montrose, NY 10548. This project will completely renovate the water tower that will include the removal of any corrosion and reinforcement of any deficient structural elements. This procurement is restricted to Small Businesses. Proximity of the AE firm to the facility is factored as part of the evaluation criteria. This requirement is being procured in accordance with the Brooks Act as implemented in FAR Subpart 36.6. Applicable NAICS code is 541310 and small business size standard of $7 Million. Magnitude of Construction is between $1,000,000.00 and $2,000,000.00. This is a 100% Small Business Set Aside. The anticipated award date of the proposed A-E Contract is on or before September 30, 2015. Potential contractors must be registered in SAM (www.sam.gov) at time of submission of their qualifications in order to be considered for an award. LOCATION This Project is for Rehabilitation of Water Tower #54 at FDR Montrose VA Medical Center, 2094 Albany Post Rd., Montrose, NY 10548 SCOPE OF SERVICE REQUIRED PROJECT NUMBER 620-14-106, REHABILITATION OF WATER TOWER. Provide all necessary Architect/Engineer (A/E) services as per Supplement "B", including but not limited to all necessary preliminary surveys, field investigations, design, drawings, specifications, construction cost estimates, construction period services that includes RFI responses, submittal reviews, as-built drawings and site visits as required, both during design and construction, for rehabilitation of the water tower #54 at the FDR, Montrose campus. Perform work specified herein and comply with VA specifications and VA regulations, procedures and conditions for work at the medical center and any applicable codes as per requirement of all governing agencies. I. BACKGROUND The 300,000 gallon tank is one of two water towers that provide both water volume and pressure for demestic, sprinkler, and standpipe systems for the entire medical center. The tower was constructed in the 1970's and functions today with very few modifications from its original construction and is in need of a major renovation to ensure the safety, reliability and continued operation. II. SCOPE This project will completely renovate the water tower that will include the removal of any corrosion and reinforcement of any deficient structural elements. New water-proof coatings will be applied to the interior and exterior of the tank and structural systems and the tank's heating, which protects water from freezing will be replaced and upgraded to modern standards. A new web based control system will be installed to provide better monitoring, water usage and energy conservation. III. SPECIFIC TASKS Work shall include, but not limited to the following tasks: 1. AE shall procure services of a qualified tank inspection firm to performa comprehensive Remote operated vehicle (ROV) tank inspection and condition assessment to include but not limited to the following: a) Sanitary Conditions - Access hatches, roof, Vents, Screens, Overflow, Bio-film growth on tank wall, unexplained light penetration, water drips, determine chromium and lead levels in paint. b) Structural Conditions - Tank wall/legs to foundation connections, Anchor bolts, grouting, sealant, wind rods, metal loss or corrosion in steel plates, spider rods, roof trusses, dents, distortions, protrusions, dirt weeds, ponding and eroded or saturated soil around the outside base of the tank. c) Safety conditions - Ladders, fall prevention, handrails, access, confined space. d) Coating Conditions - Percentage type of failures, thickness, adhesion, pitting, rust, penetrations, other obvious tank problems. e) Security Conditions - Lighting protection, freeze protection, Valves, piping and control systems. The hired firm shall provide a report that includes pictures, description of all findings, deficiiencies found and recommendations for corrective measures and their timing. 2. Perform site visit(s) to assess the current condition of the tank, tank appurtenances, associated piping, structural, electrical, instrumentation and controls, steam and water pits and provide an Evaluation Analysis report. 3. Design a supervisory control and data acquisition (Scada) web based computer system to monitor and control in real-time, the tank's performance. Also, review, update and modify existing Scada system for the existing water tower #34 so both the water towers are linked to one system. 4. Design for new water meters and associated piping for both the tanks. The usage shall be recorded as part of the new Scada system. 5. The Architectural/Engineering (AE) is to design the reconditioning work for the elevated water tank based upon the report of the tank inspection as well as its own assessment. The tank must be renovated and provide design modfications as required to further the sturctural integrity of the roof, foundation, interior and the exterior of the tank, associated appurtenances such as ladders, cage, walkways, railings, fall prevention devies, overflows, drains, vents (with screens), drain, valves, roof, shell ring strenthening, inlet and outlet riser piping, pipe connections, freeze protection devices, silt stops, cathodic protection devices. 6. Demolition of existing deteriorated appurtenances as recommended in the Evaluation Analysis report, the interior and exterior coating and modified with all upgrades required to meet current AWWA standards, regulatory codes and VA specifications, including water level and temperature monitoring and control system (Scada) and all testing of surrounding soils for lead content to ensure safe water. 7. AE firm shall prepare drawings, specifications and cost estimates and other necessary engineering and develop construction methods for lead containment and construction to proximity to cellular networks. 8. Procure services of a Certified Industrial Hygienist (CIH) to provide asbestos abatement design for steam piping and lead abatement design for the tank and tank appurtenances, as listed in tasks 1 thru 9 in Supplement "B". 9. If the exterior coating contains lead then sampling soil for lead in the vicinity of tank must be performed prior to and after completion of the projects. 10. Design of recirculation/mixing system with associated piping and controls. This would include inlet/outlet pipe sizes and arranged to promote mixing (diameter, height, orientation) 11. Design of freeze protection for inlet and outlet piping. 12. Design of lightning protection. 13. Reports to enable contractor to obtain approvals and permits required from necessary agencies prior to painting and activation of the newly painted tank. 14. Provide pre and post water sampling test results and soil lead test results and a location map clearly indicating the sampling location. The water samples must be taken at the discharge of the tank at two consecutive 24-hour intervals. 15. Provide methods of removal of the existing surface for both the interior and exterior of the tank. All removal methods including sandblasing must address the reduction of fugitive air emissions, prevention of soil or water contamination. 16. Denote type of interior and exterior surface coating and its accptability with respect to NSF requirements. 17. Provide manufacturer's requirement for the application and curing of all interior and exterior coats including parameters such as air temperature, curing time, humidity and conformity to latest AWWA standards. 18. Provide disinfection procedures prior to filling up the tank. 19. Construction period services (CPS) shall include complete works certification with water and soil sample analysis, and site visits as required by VA. 20. CPS - Provide monitoring, inspection, disinfection/sterilization and all testing in accordance with AWWA standards, to assure quality of potable water is safe for patients and staff to consume. 21. CPS - Provide air monitoring services during asbestos, lead and contaminated soil abatement. IV. Performance monitoring (if applicable). None V. Security Requirements. The contractor employees shall not have access to VA sensitive or computer information and will not require routine access to VA Facilities. The contractor employees shall require intermittent access only and will be escorted by VA employees while at VA Facilities. No background investigation is required. VI. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). The AE firm will be furnished with paper copies of any available drawings for the areas included in the scope of work. VII. Other Pertinent Information or Special Consideration. The AE shall procure services of a professional and certified tank inspection company and a certified industrial hygienist. VIII. Risk Control None IX. Place of Performance. The place of performance for this contract is FDR Montrose VA Medical Center, 2094 Albany Post Rd., Montrose, NY 10548 X. Period of Performance The period of performance is 224 calendar days after award notice XI. Delivery Schedule. Drawings, specifications, cost estimates and reports as stated in the schedule (SP_13) COST RANGE Estimated Construction Cost Range: Between $1,000,000 and $2,000,000. TYPE OF CONTRACT CONTEMPLATED The Department of Veterans Affairs is contemplating awarding a firm fixed price contract. ESTIMATED START AND COMPLETION DATES The Department of Veterans Affairs requires design and contract support services. The estimated start and end dates for the design and start and end dates for the construction are as follows: ITEM DATE Deliver/Review concept/preliminaries with Contracting Officer NTP + 14 Days AE submits 35% Schematic drawings 49 Days Review of 35% Schematic drawings 14 Days AE submits 65% Schematic drawings 42 Days Review of 65% Schematic drawings 14 Days Deliver 95% Design drawings 35 Days Review 95% Design drawings 14 Days Deliver 100% Construction drawings and Bid documents 30 Days Review 100% Construction drawings and Bid documents 14 Days AE submits final complete package to contracting 12 Days (Total 224 Calendar Days) (a) The A/E shall perform the work required within the limits of the following schedule. Professional architects, engineers and related design disciplines familiar with the work shall be provided, as directed by the Contracting Officer, to attend the VA reviews. Construction: Number of calendar days to complete construction is to be determined by the AE firm after the design is complete. SELECTION CRITERIA The Department of Veterans Affairs shall evaluate each potential contractor in terms of its: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and (6) Acceptability under other appropriate evaluation criteria. Record of significant claims against the firm because of improper or incomplete architectural and engineering services; (7) Reputation and standing of the firm and its principal officials with respect to professional performance, General Management, and cooperativeness (8) Specific Experience and Qualifications of personnel proposed assignment to the project and their record of working together as a team; (9) Volume of VA work within the past 12 months based on fees received; (10) Qualifications and performance of sub-consultants proposed for the project; (11) Cost control capabilities and level of estimating effectiveness including specific examples; (12) Current projects being performed for government agencies, health care facilities (including psychiatric) and private industry; (13) Computer capabilities, including drawings on AutoCAD 2011/2012 and specifications on Microsoft Word using the VA Facilities Management Master Specification Format SELECTION CRITERIA DESCRIPTIONS The selection criteria descriptions (1 through 9) are provided below. (1) PROFESSIONAL QUALIFICATIONS NECESSARY FOR SATISFACTORY PERFORMANCE OF REQUIRED SERVICES. Provide brief resumes of proposed team members who will specifically serve as the Project Managers and Designers of Record (Mechanical, Electrical, and Fire Protection Engineer if applicable). In addition, provide resumes of other relevant team members or frequent subcontractor such as: Architect, Civil, Structural Engineers, Cost Estimator, and team members who will perform technical tasks under this contract including their record of working together. The Designers of Record shall perform and direct the design within their respective discipline and shall sign and seal the drawings. All Designers of Record must be professionally registered in their discipline. Each resume shall include a minimum of three (3) specific completed projects that best illustrate the individual team members experience relevant to this contract scope; (2) SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE Specialized experience and technical competence in health care facilities (to include joint ventures), including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials." (3) CAPACITY This factor evaluates ability of the AE Structural firm, given their current projected workload and the availability of their key personnel, to accomplish the possible myriad of design projects in the required time. The general workload and staffing capacity of the design office will be evaluated. i. List current projects with a design fee of greater than $20,000 being designed in the firms' office. ii. Indicate the firms' present workload and the availability of the project team (including sub-consultants) for the specified contract performance period; iii. describe experience in successfully delivering projects per performance schedule, providing timely construction support, and successfully completing multiple projects with similar delivery dates; (4) PAST PERFORMANCE VISN3 will evaluate past performance on recent and relevant contracts with government agencies (emphasis on VA work) and private industry in terms of cost control, quality of work, compliance with performance schedules and a record of significant claims against the firm due to improper or incomplete engineering services (references required). i. Recent is defined as performance occurring within 5 years of the date of this Sources Sought, except that ongoing projects must have begun no less than one (1) year prior to the issuance of this Sources Sought. ii. Relevancy is defined as performance of work on projects that are similar in scope to the types of projects anticipated under the resultant contracts. Respondents with no previous past performance shall so state when addressing the selection criteria Documentation supplied should detail firms' ability to work with government entities and design standards or similar relevant experience with other entities. i. Provide a copy of all performance evaluations (A/E) issued for government contracts (as applicable). For non-Federal contracts, provide facility owner documentation of the firms' performance issued on that contract. If known documentation exists, so state. ii. Provide accessible owner points of contact: name, title address, telephone number, e-mail, and fax number and provide copies of awards and letters of appreciation/commendation as desired. Past Performance Questionnaires (Attachment 1 to this Source Sought): i. Respondents shall complete Section A (General Information) of the Past Performance questionnaire and provide it to VISN3 representative as part of the SF 330 submittal package. ii. Respondents shall submit the Past Performance Questionnaire Sections B through D and the Cover Letter to each past performance Contracting Officer (or customer contact equivalent) and Project Manager (or customer contact equivalent) for a minimum of three (3) identified in its SF 330 Section F, "Example Projects Which Best Illustrate Proposed Team's Qualifications For This Contract". Sections B through D of the questionnaire shall be completed ONLY by the contract customer. iii. The contract customer shall complete sections B through D of the Past Performance Questionnaire and shall submit it directly to VISN3 by the SF 330 submittal package due date identified in the Sources Sought iv. Past Performance Questionnaire sections B through D will not be accepted from Respondents. Questionnaire sections B through D must come directly from the Respondent's contract customer. The Respondent bears the burden of providing relevant and timely references with accurate and current telephone numbers and addresses. The Respondent is responsible for ensuring that the questionnaires issued by them are completed by the contract customer and submitted directly by the contract customer to VISN3 at the address listed in section E.1 of this Sources Sought, no later than the SF 330 submittal package due date designated in this Sources Sought (Ref. Sources Sought section F.2). E-mailed Past Performance Questionnaire Sections B through D will be accepted from the contract customer. If the contract customer chooses to email the past performance questionnaire sections B through D, they SHOULD NOT send the hardcopy via mail. Respondents are notified that VISN3 may use any additional sources of information (such as, but not limited to the Architect-Engineer Contract Administration Support System (ACASS) or the Army Corp of Engineers' central database of past performance) available to it regarding the Respondent's relevant experience and past performance and consider the information thus obtained as part of this evaluation. (5) LOCATION i. The A/E Firm proximity to the FDR VA Medical Center, 2094 Albany Post Rd., Montrose, NY 10548 is an evaluation criteria. ii. This distance is determined according to http://maps.google.com/ iii. This factor evaluates the distance the AE firm's design office or offices lies from the location of work. Please provide the address (es) and distance of your closest office to the address listed below. (6) Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. (7) Record of significant claims against the firm because of improper or incomplete architectural and engineering services. (8) Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team.
