- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 2. The U.S. Army Contracting Command - Rock Island (ACC-RI) hereby issues this Request for Quote (RFQ) W52P1J-15-T-0012 for Fiber Line Relocation in Jacksonville, FL in support of the U.S. Surface Deployment and Distribution Command (SDDC), 832nd Transportation Battalion (832nd TB). RFQ W52P1J-15-T-0012 is hereby issued for quotes only. 3. This requirement is considered non-personal services and does not contain any inherently governmental functions. Services shall be performed in accordance with the Statement of Work (SOW), Attachment 0001. 4. This RFQ is issued using Simplified Acquisition Procedures pursuant to FAR Part 13. This RFQ is issued as a 100% Small Business Set-aside in accordance with FAR 19.502-2. The Government intends to award a single Firm Fixed Price (FFP) Purchase Order to the offeror who has the lowest overall quote and can meet all requirements within the SOW and all terms and conditions of this RFQ. The Government reserves the right to award no purchase order at all, depending on proposed prices and availability of funds. 5. Performance shall be completed within 10 days of Purchase Order award. 6. The quote shall consist of one firm fixed price for CLIN 0001 - Fiber Line Relocation, for the entire effort as described in the SOW. The quote should include a cost breakdown with sufficient detail to show adherence to the SOW requirements. 7. Offerors must be registered in the System for Award Management (SAM) in order to be awarded a contract with the U.S. Government. The SAM website can be found at: www.sam.gov. Lack of registration in SAM will make an Offeror ineligible for award. 8. Commercial and Government Entity Code (CAGE Code): Offerors are requested to enter their CAGE Code on their quotes with their name and address. The CAGE Code entered must match the name and address provided. 9.
