- Industry Questions and Government Answers Worldwide Engineering Services Small Business Capability RFIs 1-16 17 February 2015 1. Are these RFIs related to TEIS? They appear to be the same requirements as TEIS. Answer: These RFIs represent preliminary market research. As the RFIs stated, there is currently no requirement for these services. 2. We were working on our response for this requirement and I just wanted to double check and make sure that our response should be submitted to the same email addresses that questions should be submitted to. Answer: Yes. Please submit your responses via e-mail to both Alexis Iglesias, Contracting Officer at alexis.a.iglesias.civ@mail.mil and Regan Alexander, Contract Specialist at regan.t.alexander.civ@mail.mil by noon on 20 February 2015 (AZ/MST). 3. Do you only want responses from Small Business concerns? Answer: Yes. The Sources Sought notices were issued to industry for the sole purpose of assessing the Small Business communities' capability to perform the work described at paragraph two within each of the 16 separately issues Sources Sought notices. 4. It's not clear to which address we submit our RFI response. Is the response sent electronically to you or another address? Answer: See answer to question two (2) above. 5. Could you please advise if this solicitation is being set aside for small businesses only, or if larger companies may reply as well? Paragraph 1 of the solicitation states the following: quote mark The ACC-APG is trying to determine if a capability exists in the market place for small businesses to provide any one or more of 19 capabilities that have been issued separately. Request that interested small businesses answer each RFI separately and respond to the specific requirements described in paragraph two (2) of the RFI being responded to. quote mark However the General Information section indicates Set Aside as quote mark N/A quote mark Answer: See answer to question three (3) above. A set-aside is not applicable because the 16 separately issued Sources Sought notices related to this Request for Information (RFI) from industry do not constitute a solicitation. 6. I have a query regarding subject mentioned Sources Sought. What is the submission criteria? Email? Hard Copy? or either way is acceptable? If it's an email which email did you want us follow while response? Please confirm. Answer: E-mail is preferred. See answer to question two (2) above. 7. Are there 16 or 19 Sources Sought -Requests for Information (RFI)? Answer: There are 16 work narratives associated with this Request for Information rather than the 19 referenced within paragraph one of each of the 16 Sources Sought notices issued. ______________________________________________________________________________ Synopsis: The U.S. Army Contracting Command (ACC), Aberdeen Proving Ground (APG), Huachuca Division is issuing this sources sought for information and planning purposes only. This notice is not a Request for Proposal/Quote or Bid. This sources sought is a market research tool to gain knowledge of potential qualified sources that will be used for planning purposes and to determine if potential small business sources exist to support the requirement. This information is not to be interpreted as a commitment by the Government. Participation in this effort is strictly voluntary with no cost or obligation to be incurred by the Government. 1. The ACC-APG is trying to determine if a capability exists in the market place for small businesses to provide any one or more of 19 capabilities that have been issued separately. Request that interested small businesses answer each RFI separately and respond to the specific requirements described in paragraph two (2) of the RFI being responded to. The program's objective is to provide potential contractual vehicle(s) for the Army to provide information systems engineering and information technology support services to United States Army Information Systems Engineering Command (USAISEC) and other federal agencies worldwide. Support may be required around the globe in challenging environments including remote locations, sometimes hostile territories, and highly secure facilities involving the highest level clearances. 2. REQUIREMENT: Transitional Operations and Maintenance Support. Provide operation and maintenance support following the power on of the equipment and covering the operational period up to Final Operating Capability (FOC). This support includes but is not limited to: a. cutover planning. b. circuit migration and cutover c. system provisioning d. system configuration and alignment e. trouble-shooting and fault isolation f. system monitoring and managing 3. The government is considering the use of multiple award indefinite delivery, indefinite quantity (IDIQ) contracts. It is anticipated that the effort would be for one base year, extending 12 months from date of award plus two one-year option periods, if exercised. The anticipated Standard Industrial Code (SIC) and North American Industry Classification System (NAIC) codes for the acquisition are SIC code 7373 (Computer Integrated Systems Design) and NAICS code 541512 (Computer Systems Design Services) with a small business size standard of $25M. An alternate NAICS code may be suggested in your response. 4. If your firm is capable of meeting the criteria stated in paragraph 2 as a Prime Contractor, has qualified personnel and relevant past performance experience, please submit the following in response to this RFI, as further detailed below. * 2-3 page capability statement (Paragraph 5 below) * Brief descriptions of past performance (Paragraph 6 below) 5. Capability Statement: The technical capability statement should include, at a minimum, the following information: (1) Company name and mailing address, including cage code (2) Point of contact (name, telephone number, and e-mail address) (3) Small business status (small disadvantaged business, woman-owned business, veteran-owned business, etc.) (4) As the Prime Contractor, indicate the following: a) Functions for which you might use subcontractors (if applicable) b) Provide a brief summary in the form of a capability statement of no more than three (3) pages describing your capability to perform the work described herein, mobilize, manage and retain personnel in support of this type of effort (5) Indicate if your company primarily does business in the commercial or Government sector; (6) Indicate which NAICS code(s) your company usually performs under for Government contracts; (7) Please provide suggestions you feel would maximize the effectiveness of the anticipated acquisition and resulting contract in providing quality services 6. Past Performance: Provide references for at least three, but no more than five contracts awarded during the past three years that are relevant to the efforts described in paragraph two (2) above. Relevant efforts are defined as work for the same or similar to that described for this requirement. Examples can be for both military and commercial sector contracts. 7. This RFI closes on 20 February 2015 at 12:00 PM (AZ Time/MST). Please submit any questions or comments in writing to both regan.alexander@us.army.mil and alexis.a.iglesias.civ@mail.mil by 12:00 P.M. (AZ time, MST) on 12 February 2015. Please note, the Government makes no guarantee that questions received will be answered. 8. This sources sought is used for information and planning purposes only and does not constitute a solicitation. No contract will be awarded as a result of this synopsis. All information received in response to this sources sought that is marked proprietary will be handled accordingly. Responses to the sources sought will not be returned. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are responsible for all expenses associated with responding to this sources sought. All interested responsible businesses are encouraged to submit information at any time prior to expiration of this advertisement.
