Description
*** THIS IS A SOURCES SOUGHT NOTICE ONLY *** NAVFAC Far East is seeking eligible business firms capable of providing facility management services to support Supervisory Control and Data Acquisition (SCADA) system in Yokosuka. The SCADA system that is used to monitor and control equipment in switchgear building #3029 and substations A, B, C, and D. This SCADA is a sophisticated Wonderware based computer system that is required to support the 60 hertz grid that provides power to ships and critical shore infrastructure. The scope of work includes, but is not limited to labor, supervision, tools, materials, and equipment necessary for SCADA ™s routine maintenance and monitoring by technically qualified people to ensure continual operation. Primary tasks include: Checking computer generated log files weekly to verify the condition of the SCADA system (to be performed remotely). Perform troubleshooting to diagnose the problem, if needed. Notify SCADA operators immediately upon identification of the problem. Purchasing and providing all required software license(s) to operate the SCADA system. Installing software upgrades to Wonderware, as needed; and testing and verifying proper operation of SCADA system after the software installation. Performing hardware troubleshooting and repair work as needed. Reviewing SCADA configuration with utility operators on a quarterly basis. Performing Commander Fleet Activities Yokosuka (CFAY) required upgrades or improvements to the SCADA system. The contractor shall have experience working and responding in real time to critical system issues including previous involvement working with power generation, distribution, and SCADA systems. The Working knowledge and experience of the Wonderware System Platform including ArchestrA information software architecture and SCADA software solutions is required. Prior experience installing and maintaining these systems for power generation and distribution is required. The Contractor shall have the capability for remote software deployment and maintenance of existing SCADA system for issue resolution and troubleshooting in real time. The Contractor shall possess comprehensive knowledge, skills, and willingness to leverage industry best practices to maintain a state-of-the-art SCADA system for power generation and distribution. GENERAL INFORMATION: In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Firms interested in this effort must be able to demonstrate experience on RELEVANT PROJECTS. For the purpose of this Sources Sought, relevant projects are defined as SCADA system routine maintenance and monitoring that involves the primary tasks listed above. Interested firms are requested to provide a minimum of one (1), or up to a maximum of three (3), relevant projects with their responses. Interested firms may submit information using Enclosures 1 and 2 regarding capabilities, capacity and experience to perform services as set forth in the scope of this project by 04 March 2014 at 1630 Japan Standard Time (JST).
