THIS IS A PRESOLICITATION NOTICE VA258-15-R-0002. The solicitation is intended to be issued on or about March 2015 and shall remain open for approximately 21 days. The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 18 - New Mexico VA Health Care System (NMVAHCS), 1501 San Pedro Drive SE, Albuquerque, NM; Amarillo VA Health Care System (AVAHCS), 6010 Amarillo Blvd W, Amarillo, TX 79106; El Paso VA Health Care System (EPVAHCS), 5001 N. Piedras, El Paso, TX, 79930; Phoenix VA Health Care System (PVAHCS) 650 E. Indian School Rd Phoenix, AZ 85012; Northern Arizona VA Health Care System (NAVAHCS) 500 Hwy 89N Prescott, AZ 86313; Southern Arizona VA Health Care System (SAVAHCS) 3601 S. 6th Ave Tucson, AZ 85723; and the West Texas VA Health Care System (WTVAHCS) 300 Veterans Blvd Big Spring, TX 79720 has a requirement for on-going facilities construction, alterations, and repair of buildings, structures and other real property. The intent of the project is to award Multiple Award Task Order Contracts (MATOC) via multiple award Indefinite-Delivery Indefinite-Quantity multi-trade construction contracts to include all location listed above and part of VISN 18. The type of work to be performed will be General Construction. The applicable NAICS code is 236220 Commercial and Institutional Building Construction. General building and heavy construction contractors have a size standard of $33.5 million in average annual receipts. The resulting contracts will not have fixed unit costs. All contract work will be completed through individual task orders awarded for individual projects between the seven (7) locations. Each task order will be priced individually and will include its own wage determination. These task orders will be competed amongst the IDIQ awardees. The term of the IDIQ Multi-Award Task Order Contract (MATOC) is intended to be a one (1) year Base Period from date of award, with four (4) one (1) year options to extend. Each task order will have its own completion date established. The solicitation is 100% Set-Aside for certified Service Disabled Veteran Owned Small Businesses (SDVOSB) under Public Law 109-461, 38 U.S.C. 8127 and 8128 that are capable of the self-performance requirements under the general construction category (FAR 52.219-14) described in the solicitation when posted. Interested parties shall be required to be registered and certified in the US Department of Veterans Affairs Vet Biz database. Registration may be accomplished at http://www.vip.vetbiz.gov/. It is anticipated that the MATOC will be divided by seven (7) locations and further broken down by 4 Dollar Value Categories. The intent is to allow SDVOSB contractors the ability to select the locations(s) (Albuquerque, Amarillo, El Paso, Phoenix, Prescott, Tucson, and Big Spring) as well as the Category of interest in which the firm as the ability to perform. The Categories may reflect as follows: Category A - $2K-$150K Category B - $150,000.01 - $1.5M Category C - $1,500,000.01-$5M Category D -$5M - $25M It is anticipated that there will be a total of Two (2) or more Prototypical Seed Projects issued with the solicitation. The solicitation documents including all specifications and drawings will be issued on or about 2 February 2015 and will be posted on the Federal Business Opportunities website via the VA Vendor Portal. This date is subject to change. Hard copy documents including drawing and specifications for the seed projects will NOT be available - all documents for proposal purposes will be posted at the website for download by interested parties. Proposals will be due approximately 45 days after issuance of solicitation back into the VA Vendor Portal system ONLY. A pre-proposal conference/site visit will be held for each seed project at its specific city location. ***Note: This date/time/location of these pre-proposal visits is subject to change and will be confirmed upon the issuance of the solicitation.*** Interested Contractors and critical subcontractors are HIGHLY ENCOURAGED to attend the pre-proposal conference for each seed project. This notice is for informational purposes only and is NOT a request for submission of offers. No other information is available until issuance of the solicitation. No bidder list is maintained.
