- Sources Sought - N4523A-15-Z-0001 The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) located in Washington State is issuing this sources sought synopsis as a means of conducting market research to identify parties having the resources for preservation of naval vessels. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code is 336611. There is no solicitation at this time. Therefore, this inquiry does not constitute a request for proposals. The submission of any information in response to this market survey is purely voluntary and the government assumes no financial responsibility for any costs incurred. PSNS & IMF is contemplating awarding a five year, multiple awardee, indefinite delivery indefinite quantity (IDIQ) supply contract. Jobs will be competitively solicited among the contract holders with awards being firm fixed price delivery orders. The contractor shall furnish the necessary management, material support services, supplies, and equipment deemed necessary to perform depot level preservation on submarines (SSN, SSBN, and SSGN Class), aircraft carriers, and other surface vessels home ported and visiting PSNS & IMF (Controlled Industrial Area), Naval Base Kitsap, Bremerton, WA, Naval Base Kitsap, Bangor, WA (Waterfront Restricted Area), Naval Station Everett, WA, and other locations under the Area of Responsibility (AOR) of Northwest Regional Maintenance Center. The contractor must be able to obtain security clearances (red badges) for their employees; is required to use the Navy Maintenance Database (NMD); and, is required to follow the applicable NAVSEA standard items, http://www.navsea.navy.mil/CNRMC/SSRACSite/SSRAC_Main.aspx For submarines - Typical work performed during Depot Maintenance Period (DMP), Engineered Refueling Overhaul (ERO), Designed Selected Restricted Availability (DSRA), Docking Planned Incremental Availabilities (DPIA), and Planned Incremental Availabilities (PIA) may include blasting, preservation, and surface preparation for complete or touch-up preservation for the main ballast tank, interior and exterior tanks, bow structure, external and interior sail, free floods, bow dome areas above the boot top, exterior hull (underwater hull and freeboard), and other spaces/surfaces as specified by the delivery order, using NAVSEA Standard Items, SUBMEPP standards, and PSNS & IMF, Naval Base Kitsap Bangor, and Naval Base Everett, WA quality assurance and environmental safety and health (QA/ESH) requirements. Preservation work will include blasting and painting with single coat "fast clad ER epoxy," one hundred percent (100%) high solids and non-high solids coatings. For carriers - Typical work to be performed in Selected Restricted Availabilities (SRA), Docking Planned Incremental Availability (DPIA), Interim Dry Docking Availabilities (IDD) and Carrier Incremental Availabilities (CIA) may include blasting, painting and surface preparation for complete or touch-up preservation of the underwater hull, freeboard, catwalks, struts, rudders, running gear, ground tackle, and sea chests. The work may also include interior tanks that require the ship to be in dock, access from the dry dock floor, coordination and integration with other dry dock floor work, or integration into the tank preservation value stream. For carrier work, this contract may include areas and spaces such as vent plenums and interior tanks that require coordination and integration with other topside work. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, point of contact, address, email address, website address, telephone number, size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort; 3) if significant subcontracting or teaming is anticipated in order to deliver technical capability, briefly address the administrative and management structure of such arrangements. Please note that the Limitations on Subcontracting clause (FAR 52.219-14) may be included in any request for proposal set aside for small business concerns. The government will evaluate market information to ascertain potential market capacity to meet our objectives. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. No feedback or evaluation will be provided to companies regarding their submissions. Should the Government move forward with this procurement, a pre-solicitation notice and any resulting RFP will be posted to www.fbo.gov.
