- USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a brand name award to Riegl USA, 7035 Grand National Drive, Orlando, FL 32819, to repair the current Riegl VZ-1000 terrestrial lidar laser scanner that has malfunctioned and to purchase a software upgrade associated with this scanner to fully utilize recent enhancements and improvements to the coupled hardware/software system. The improvements incorporate numerous bug-fixes, optimization routines and new toolboxes to further and more efficiently exploit the collected data. This instrument is fundamental for the operation of the Coastal Lidar and Radar Imaging System (CLARIS) that conducts bi-monthly morphologic surveys as well as storm or site-specific surveys. The instrument is also being used for a new real-time continuous monitoring effort to be conducted at the top of a 25-foot tower. The tower will provide hourly digital elevation models used to assess morphologic change with respect to the current hydrodynamic forcing as well as measure a single shore-perpendicular transect time-series of topographic and free-surface elevations. Only the Riegl scanner and software upgrade can meet the requirement for the existing Riegl scanner. The Government intends to procure from only one brand name under the authority of FAR 13.106, Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation. This will be a commercial acquisition using simplified acquisition procedures per FAR 13. Interested parties may submit their capabilities and qualifications in writing to the identified point of contact not later than 4:00 p.m. CST on Friday, February 27, 2015. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFQ/RFP will be issued based upon this Notice of Intent.
