- Offers are to be received at the Department of Veterans Affairs, NCO 19 Rocky Mountain Acquisition Center, 4100 East Mississippi Avenue, Suite 900, Glendale, CO 80246 Attn: Shelly Johnstone, Contract Specialist no later than 4:30 P.M. mountain time on February 25, 2015. Proposals may be sent electronically to Shelly.Johnstone@va.gov. PROPOSALS SUBMITTED BY FASCIMILE (FAX MACHINE) WILL NOT BE ACCEPTED. Questions Regarding Solicitation Number: VA259-15-Q-0162 Caregivers Video Production Question 1: Will Veterans Rural Health Resource Center - Western Region (VRHRC-WR) share the caregiving topics with the potential offerors? Answer 1: Topics are currently being identified. Question 2: Is it required for the shooting locations to be authentic? Or can they be stylistically representative? Answer 2: Stylistically representative should suffice. Question 3: Is the contractor required to film in Salt Lake City? If it is not required, is it preferred for the contractor to film in Salt Lake City? Answer 3: No, Veterans Rural Health Resource Center - Western Region (VRHRC-WR ) staff will attend filming. Our travel will be covered through other funding sources and should not be included in any proposals. Question 4: Is there a requirement for in-person meetings in Utah? Or can all planning and production meetings be conducted remotely? Answer 4: Planning calls will occur remotely. Question 5: Can responses to this solicitation be submitted electronically? Answer 5: Yes, proposals/bids must be submitted electronically to Shelly.Johnstone@va.gov NLT February 25, 2015 @ 4:30 P.M. MST. Proposals submitted by facsimile (FAX Machine) will not be accepted. Questions 6: Do you want to see previous videos of a similar nature that we have produced? Answer 6: Yes Question 7: Should those videos be submitted as links or as separate DVDs? Answer 7: Either method is acceptable. Question 8: Will the vendor be responsible to casting all actors for the videos, or will the VA be providing staff to serve as "non-actors"? Answer 8: Vendor will be responsible for all aspects involved in preproduction work, including casting. It is expected that Veterans Rural Health Resource Center - Western Region (VRHRC-WR) and vendor will work together for the final selection of actors Question 9: Do these videos have to be shot in Salt Lake City, or can we propose to shoot them in California? Answer 9: The intent is for our staff to travel to the location (nationwide) where the contract is awarded for performance monitoring and filming does not need to occur in SLC. VRHRC travel will be covered through other methods and should not be included in vendor's proposal Question 10: The RFP states that 500 DVD's of each of the 5 videos will be needed. Would the VA consider the option of having one DVD authored with a menu containing all 5 videos? Answer 10: No, each video will be provided separately due to the different caregiving topics. If at a later date merger of the 5 videos onto a single disk is required, VRHRC will use other actuation methods to obtain product. Question 11: Will preference be given to local vendors? Answer 11: No Question 12: What should be the expected driving distances for the crews to get to locations around and outside of Salt Lake City? In particular driving to home settings. We ask due to the rural nature of the project. Answer 12: Filming does not need to occur in Salt Lake City or the surrounding area. Although this is a rural health project, filming does not need to occur in a rural setting. Question13: Since the use of VA Facilities is prohibited, will the VA coordinate a third party clinical location to be used for the production for free or should a clinical rental fee be anticipated in the video services proposal? Answer 13: Vendor is responsible for securing locations. VA will not coordinate locations. Question14: What age range is expected of the actors? Will they need to be of a certain physical condition or be able to perform certain physical tasks? Will they be expected to deliver specific speaking lines or simply react to caregiving examples? Answer 14: Four (4) of the videos will require elderly actors (70-80 years old) and one video will be 40-60 years of age. It is expected that VRHRC and vendor will work together for the final selection of actors. The actors will not need to have physical conditions, but should be able to "act" as if they have dementia or other ailments. Actors will not be required to perform any physical tasks. They will be expected to deliver speaking lines and reacting to behavioral problems or mental health issues Question 15: Will actual VA Caregivers be available to participate in on camera, documentary style interviews and demonstrations or will all Caregiving interviews and demonstrations of services be performed by actors? Answer 15: Due to privacy laws, VA will be unable to identify Veterans with caregivers and will require actors. Question 16: "place of performance." That is listed as the VA in Salt Lake City. But then later it says filming can NOT be done at the VA hospital. I'm wondering since this is video with actors and cannot be done at the VA hospital in Salt Lake City ¦ can the filming be done in another area (like Denver?) Answer 16: The place of performance on the cover page refers to the VA Medical Center requesting the service. The intent is for VA Medical staff to travel to the location (nationwide) where the contract is awarded for performance monitoring. Filming does not need to happen in SLC. The production company will be responsible for securing filming locations, meaning VRHRC-WR will not secure VA facilities. Question 17: Do you have any examples of work done in the past that exemplify what you would like this video to be when finished? There is a HUGE difference in budget between a film with professional SAG actors and Hollywood-level motion graphics and unskilled actors with PowerPoint-like graphics. We just want to bid "apples" if you're asking for "apples." Answer 17: We are requesting work samples to verify bidders can do quality work vs. a company with a camera and limited experience. We are not looking for Hollywood-level graphics or SAG actors. It's expected that as the project moves on to the pre-production work, which includes casting, that VRHRC-WR will be part of casting selection. Question 18: Is there a particular form for submitting a bid or do we send our usual proposal/quote that we send to other clients? Answer 18: Bids may be submitted using Microsoft word document or PDF file Question 19: Is it done electronically or does it depend on the particular opportunity? Answer 19: Bids/proposals may be submitted via email to Shelly.Johnstone@va.gov NLT February 25, 2015 @ 4:30 P.M. MST or U.S. Postal Service Question 20: Does the Combined Synopsis/Solicitation under solicitation number VA25915Q0162 contain requirements similar to a current contract? Answer 20: No, this is a new requirement for the VA Medical Center, SLC, Utah. Question 21: If possible, please provide the current contract number.
