Description

The Department of Veterans' Affairs is seeking the services of a qualified Service Disabled Veteran Owned Small Business construction company to provide all labor, material, transportation, equipment and qualified supervision required to construct the "Emergency Room Improvements" project #652-13-102 located at the H.H. McGuire VA Medical Center, 1201 East Broad Rock Boulevard, Richmond, Virginia, 23249. In general, the project scope consists of renovating approximately 12,000 square feet of the existing Emergency Department located on the 1st floor of the existing medical center (Building 500) and shall include site investigation, architectural, structural, mechanical, site work, electrical, and environmental (including asbestos abatement survey, sampling and monitoring). In order to comply with current VA standards for hospital construction and patient care, the completed project will include new behavioral health rooms for patients with PTSD and two female veterans' rooms. In addition, space for decontamination activities will be located in adjacent areas of the Emergency Department. To ensure continuity of medical center operations and to minimize disruption of patient care, the project shall be performed in five (5) sequential phases. Adjacent areas of the existing Emergency Department shall remain occupied and operational while each construction phase is completed. Infection Control Risk measures to class 4 are required during all phases of construction to prevent dust migration to clinics, patients and treatment areas. The work shall be performed in strict accordance with construction drawings and specifications prepared by McEntire Design Architects and completed within 450 days from receipt of the Notice to Proceed. This includes final Inspection and cleanup. The NAICS code for this project is 236220 with a small business size standard of $33.5 million. The estimated construction cost is between $2,000,000 and $5,000,000. The drawings and specifications will be uploaded as part of the solicitation on or about XX/XX/2015. A date and time for a pre-proposal conference / site visit will be stated in the solicitation. No other site visits will be conducted. This procurement is 100% set-aside for Service-Disabled, Veteran-Owned Small Business (SDVOSB). Offers are solicited only from SDVOSB concerns and offers received from concerns that are not from SDVOSB concerns shall not be considered.
