Description
SYNOPSIS This is a sources sought notice only. All responsible sources may submit a capability statement, proposal, quotation, and/or rough order of magnitude (ROM) estimate, which shall be considered by the agency. Responses are encouraged from all sources who can fulfill all, most, or selected portions of the equipment needs described below. The Natick Soldier Research, Development and Engineering Center (NSRDEC) is issuing a sources sought notice to identify any potential sources for an ongoing effort. The Ballistics & Blast Science Team is currently performing an Analysis of Alternatives for a High Velocity Impact Testing Facility. This request for information will ultimately direct the results of the Analysis of Alternatives (AoA). DESCRIPTION NSRDEC is conducting an Analysis of Alternatives (AoA) for the acquisition of a High Velocity Impact Testing Facility (Ballistic Testing Facility). This facility will provide the means for material impact testing (ballistic testing; V50, Vs/Vr, custom research testing, etc.), data acquisition and analysis. All inclusive systems are preferred, and single items or sets of items are also of interest. The following paragraphs include examples of descriptions of key components of the system. Facilities A facility will need to be built to contain the High Velocity Impact system. The facility should provide any required or recommended safety features. These may include, but are not limited to, HVAC (which can remove any hazardous materials from the air including lead), bullet traps, sound deadening, munitions storage, and a control room for data acquisition and observer safety. The building may be modular, a mobile trailer or any other safe configuration. The facility must not disrupt the environment or bother outside persons. Projectile Accelerator This request is not limited to conventional powder universal receiver technology. NSRDEC is also interested in comparing Light Gas Gun technologies and any other technologies that may exist in order to propel impacting specimens. Projectiles to be shot include: Conventional projectiles; Right Circular Cylinders (RCCs) up to and including 64-Grain size, Fragment Simulating Projectiles (FSPs) up to and including.22 Caliber 17-Grain size, various small arms projectiles up to and including 7.62 mm caliber, and 9 mm Full Metal Jacket Round Nose (FMJ RN) bullets Unconventional projectiles and means of launching such (Sand cannon, fletchettes, reverse ballistics, flyer plates) Data: Data will need to be collected and stored at the facility. Any and all means of data collection and acquisition are of interest. In particular acceleration, velocity, displacement and imaging of the projectile are of most importance. The following list provides example technologies of interest for data acquisition: Doppler Radar Light gates High speed imagery (video, X-ray, etc) Yaw measurement devices Induction velocity measurement devices Back Face Signature measurement devices (High speed Video software, laser scanners for clay deformation, etc) Strain measuring devices (ex. High speed video software) Other Ancillary Equipment Other equipment pertaining to testing and measuring ballistic events and effects are also highly desirable. The following list is a set of examples: Clamping mechanisms/sample holders Pass through Environmental Chamber, where the specimen can be placed inside Environmental chamber for specimen conditioning /clay conditioning Catch box technologies Sound reducing technologies HVAC technologies that can remove lead from the air (create a safe environment) Manikins (full or partial) (instrumented or not) for high velocity impact testing Instrumented projectile Instrumented projectile shape target for flyer plate impact RESPONSES All interested parties, regardless of size, are encouraged to respond to this request for information. Information submissions should include descriptions of available technology, product literature, and relevant company background/experience. Available product pricing is encouraged to be included as part of the information submission. Responses should include information on product(s) and how they might address the stated needs. All information is to be submitted via email (10MB limit) at no cost or obligation to the Government; information provided will not be returned. Responses shall also include the size of the business entity, large or small. The Government will accept written questions by email. This is a Sources Sought/Market Survey Announcement and submission of information will be used to for information and planning purposes only. The Government is not obligated to notify respondents of the results of this notice. This notice is open to all business concerns. Submissions must be received by 31 March 2015. Responses to this notice should be directed to Tony Kayhart via email (contact information below). This sources sought notice is for information and planning purposes only and does not constitute an Invitation for Bid (IFB) or a Request for Proposal (RFP) and is not to be taken as a future commitment by NSRDEC. All respondents shall include all of the information listed below in the response email: 1.Company name and solicitation number in the email subject line. 2.Company address, telephone number, primary contacts with email addresses. 3.Product detailed descriptions and how it addresses our needs. This can also include current or past performance of providing these products to the Government. 4.Estimated cost, delivery schedule, and any anticipated discounts. 5.If applicable a GSA schedule. 6.All assumptions, including any assumed Government support. Interested sources must reply no later than 31 March 2015. No telephonic submissions will be honored. All product information shall be submitted at no cost or obligation to the government.
