Drawings Avian Protection Plan Guidelines Environmental Specifications Example No Dig Letter Lompoc Gate Procedures VAFB Specific Requirements SYBCI Monitoring Contract Project Specific Environmental Requirements Phases Statement of Work Wage Determination Soliciation This acquisition is a competitive economically disadvantaged woman owned small-business set-aside for contractor. This Request For Proposal (RFP) will be a firm fixed price contract. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code 237130. All other firms are deemed ineligible to submit offers. The small business size standard is $36,500,000.00. The Contractor shall provide all necessary labor, supervision, equipment, supplies, and materials to replace the Feeder K7, Phase II on Vandenberg AFB. All work shall be in conformance with the requirements of the contract including furnishing all materials, labor, plant, tools, equipment, transportation, supervision, management and other services (including engineering/technical support), items and incidentals necessary thereto. The work is required in support of the 30th Civil Engineering Squadron, Base Civil Engineering activities. The Government intends to award on a Lowest Price Technically Acceptable (LPTA) basis. The solicitation and subsequent amendments will be available via FedBizOpps at http://www.fbo.gov. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. All potential offerors must be registered on the FedBizOpps.gov website in order to receive notification of changes to the solicitation. Prospective offerors must be registered in the System for Award Management (SAM) in order to be eligible for award. The SAM site is https://www.sam.gov/portal/public/SAM/#1. It is important to read the solicitation completely, as there are terms and conditions that must be met by the prospective offeror in order for the proposal to be considered responsive. The government will not pay for any information submitted in response to this solicitation. The government reserves the right to cancel this solicitation at any time. Any questions regarding this solicitation must be submitted via email to the points of contact listed in the solicitation. A site visit is scheduled for 9:00 AM Pacific Standard Time on Tuesday, 3 March 2015. The purpose of the site visit will be to answer questions regarding the solicitation and is not intended for contractors to present their capabilities. Contractors wishing to attend the site visit must RSVP in writing by contacting ALL the following individuals no later than 25 February 2015 at 3:00 PM Pacific Time: Jeffrey Grelck, jeffrey.grelck@us.af.mil, 805-606-8437 SSgt Benjamin DeHart, benjamin.dehart@us.af.mil, 805-606-7610 The RSVP must contain: The company name The names of attendees (Attendees will be limited to 2 individuals per company due to limited room capacity) **For individuals that do not have base access, the dates of birth and driver's license numbers (or social security numbers) are also required in order to have a base access pass prepared. RAPIDGate does not work at Vandenberg AFB.** Upon receipt of the RSVP, a confirmation of receipt will be sent from one of the Government parties with further information regarding the site visit. If you do not receive a confirmation by 4:00 PM Pacific Time on 25 February 2015, please contact the individuals at the numbers listed no later than 08:00 AM Pacific Time on 26 February 2015 to ensure your RSVP was received. Attendance to the site visit is not mandatory for contractors interested in proposing on the RFP, however, it is highly recommended. If you do not RSVP for the site visit, you will not be allowed to attend the site visit. Exceptions will be allowed on a case by case basis only, and is at the Contracting Officer's discretion. All questions regarding the solicitation must be submitted in writing to the individuals listed above no later than 10 March 2015. Proposals are due by 3:00 PM Pacific Time on 24 March 2015.
